Job Summary
Procures a variety of goods and services for the County and develops and administers contracts in conformance with applicable County policies and State public procurement laws.
Essential Functions
Receives, reviews, and analyzes procurement requests; discusses purchasing needs and objectives with requesting divisions; and determines the most appropriate means of procurement that ensures compliance and best value for the County.
Reviews, authorizes, or rejects purchase requisitions (including work orders and change orders), ensures completeness and accuracy of purchase orders, and analyzes data to support procurement decisions.
Evaluates and authorizes or rejects single‑source purchase requests, ensuring a diligent competition effort has been made.
Prepares solicitation packages for RFPs, ITBs, and other formal solicitations, writes technical specifications and scopes, and confirms compliance with regulations and market conditions.
Organizes and conducts pre‑proposal and pre‑bid conferences, serves as the point of contact for prospective vendors, and presides over evaluation committees to select vendors and develop, negotiate, and administer contracts.
Responds to questions, complaints, formal protests, and disputes to minimize conflicts in the procurement process and documents all decisions.
Provides guidance to County managers and Department Heads on all phases of procurement and resolves user complaints regarding procured products or services.
Conducts market and vendor research, interviews prospective bidders, and develops new sources of supply to enhance competition.
Leads technical and clerical staff, assigning duties, reviewing assignments, and coordinating work activities.
Monitors contractor and consultant performance, reviews pay requests for compliance with contract terms, and plans and negotiates strategic contract modifications.
Maintains contractor and vendor performance records, directs complex performance issues to the County Attorney’s Office, and coordinates contract claim defenses with legal counsel.
Assists with the resolution of contract disputes and supports division requests for vendor or contractor issues.
Participates in acquisition planning and initial pre‑construction meetings for construction projects.
Processes emergency purchase orders and contract changes, preparing required documentation.
Develops and delivers procurement‑related training for County staff and vendors.
Coordinates with the Risk Management Division, Clerk of Court’s Finance Department, and the Office of the County Attorney.
Prepares correspondence, summaries, and reports of purchasing/contract activities and manages records for assigned contract activities.
Assists with the transfer, sale, and disposition of surplus property and administration of the purchasing card program.
Performs Direct Material Purchases (DMP) for various County projects, focusing on construction‑related DMP procurement and related opportunities.
Conducts price and technical spec comparisons for buy determinations and facilitates delivery and logistics with Project Managers.
Minimum Qualifications
Bachelor’s degree required.
Two (2) years of related experience.
Candidates without a degree should possess four (4) additional years of related experience.
Fingerprinting required.
