Overview
The Penn State College of Medicine, Clinical Trials Office, in Hershey, PA, is seeking a Clinical Research Budget Analyst. The primary purpose of this position is to conduct activities associated with preparation and negotiation of clinical budget and payment terms for oncology and non-oncology clinical research contract and grant proposals. This role designs and builds study budgets into a CTMS interface to ensure billing compliance and proper management of study funds, and provides faculty and staff education on topics related to clinical research financial management.
Responsibilities
Proposal Preparation and Development:
Assist in the budget planning and development process to formulate an initial operating budget for each clinical research project. Evaluate proposals, perform analyses, review budget justifications, and develop alternative scenarios for clinical research projects including investigator-initiated proposals funded by federal, non-profit, and industry sources. Review protocols and research documents, solicit quotes, and develop internal cost estimates. Meet with the research team to discuss potential concerns, monitor budget development, and coordinate proposal submission and contract negotiation with Office of Research Affairs. Stay abreast of funding guidelines and hospital billing compliance as directed by CMS. Provide input to faculty and proposal staff on budgeted items to maintain compliance with billing guidelines.
Negotiation of Agreements:
Review highly complex agreements including federal, foreign and industry contracts. Negotiate terms in compliance with University policy and federal/state guidelines. Negotiate Master Agreement terms, in conjunction with ORA. Consult with ORA, research accounting, risk management, and legal counsel regarding contract terms. Advise faculty and research staff to ensure compliance through post-award meetings and ongoing communication.
Institutional Training and Education:
Develop faculty and research staff education programs on specialized research administration topics. Disseminate knowledge through CTO workshops and other forums. Provide one-on-one training and guidance to faculty and staff outside the CTO as needed.
CTMS Study Design and Management:
Assist with building clinical trial studies into CTMS, converting study protocols and budgets into user-friendly interfaces to ensure billing compliance. Provide ongoing user support through the life cycle of each trial, updating studies in STAR as needed, and collaborating with patient financial services and post-award analysts to resolve billing issues.
Departmental Training, Education and Supervision:
Mentor CTO staff in budgeting and negotiating practices for oncology and non-oncology trials and provide subject matter expertise to CTO colleagues in pre-award and post-award processes.
Hybrid and remote work arrangements are available. Previous budget development experience in clinical research is preferred, with a preference for experience in oncology and non-oncology budget negotiations.
