Principal Program Cost Control Analyst

That culture is the foundation for the Principal Program Cost Control Analyst (PCA) role, an onsite position based out of Linthicum, MD, or Annapolis Junction, MD, that offers a 9/80 schedule.
What You’ll Get To Do
Support the Northrop Grumman Microelectronics Center (NGMC) by providing financial support and driving continuous process improvement.
Interface with program managers, functional management, cost account managers (CAMs), and business managers to analyze project financials and ensure compliance with program requirements.
Prepare budgets and schedules for contract work, and conduct financial analyses including funding profiles, sales outlooks, cash forecasting, and variance analysis.
Monitor costs and schedules for contracts with a validated cost schedule control system, performing Earned Value Management (EVM) tasks such as WBS development, budget baseline setting, cost‑risk analysis, and visibility reporting.
Prepare analysis reports and maintain accurate expenditure records to verify contracts remain within negotiated limits and Army cost‑control guidelines.
Submit funding requests and projections to the government as needed, ensuring timely fund acquisition.
Support audits and program reviews requested by customers, company management, and regulatory bodies.
Contribute to program planning activities (Annual Operating Plan, Resource Plan, Long‑Range Strategic Plan) and prepare financial inputs for internal reports and presentations such as IPRS, dashboards, and BARs.
Basic Qualifications
Bachelor’s degree with 5 years of related professional experience OR a Master’s degree with 3 years of related professional experience.
Experience with financial systems and cost‑performance reporting and analysis.
Strong PC skills, especially Excel proficiency (pivot tables, VLOOKUP, conditional formatting).
Ability to travel domestically 10% of the time.
Current or active DoD Top Secret clearance and the ability to obtain a Polygraph before starting.
Preferred Qualifications
Degree in Finance, Accounting, Business Administration, or a related field.
Understanding of government compliance requirements.
Professional experience in aerospace & defense.
Experience with COBRA, Cognos, or SAP financial systems.
Experience with Earned Value methodology and performance‑measurement baselines across multiple contracts, CLINs, and control accounts.
