Location: Austin, TX
Job Description The worker will perform advanced (senior-level) business analysis work related to implementing complex, emerging technology hardware and software projects for the GIS modernization and migration to Azure SQL database at the Railroad Commission of Texas (RRC). Duties involve use of multiple methods in gathering, developing, and documenting requirements; review, assessment, and development of business processes; creation and validation of user acceptance testing; and research and special project support.
Responsibilities
Lead analysis and documentation for GIS migration project, including data migration from Oracle to new systems and building a Data Warehouse.
Ensure deliverables are produced and maintained in accordance with established processes and procedures.
Work with limited supervision, exercising initiative and independent judgment.
Possibly assign and/or supervise the work of others.
Qualifications
10+ years of business analysis experience on software development projects.
10+ years of strong interpersonal, analytical, written/verbal/presentation communication skills in English.
10+ years of hands‑on requirements elicitation; client management and technical documentation.
10+ years of facilitating interactive sessions with business and cross‑functional teams.
10+ years of strong analysis experience assessing Production Support issues.
10+ years of developing/maintaining key business drivers/impacts.
10+ years of developing/writing design documents and diagramming business processes.
10+ years of facilitating analysis of business and functional requirements and design of technology specifications.
10+ years of defining functional design and systems specifications; preparing/reviewing/delivering completed packages.
10+ years of participating in and providing guidance to Business and Functional Units in user acceptance testing, training, and implementation-related activities.
Preferred: Experience with ESRI GIS products, ArcGIS Pro, ArcGIS Online, ArcGIS Server, Oracle Spatial, SQL Server, Azure DevOps.
Preferred: Experience with Mainframe Environments, Visio, Data Warehouse/Data Lake, Informatica, Snowflake.
Preferred: Process improvement strategies and methodologies.
Preferred: Proven ability to lead change and design more efficient processes.
Preferred: Experience in Oil and Gas industry and compliance projects as a Business Analyst.
Preferred: Bachelor's Degree in Computer Science, Business Administration or related discipline.
Preferred: CCBA/CBAP or similar certification.
