Subject Matter Expert for Army Software Sustainment and Modernization Program
We are seeking a highly skilled Subject Matter Expert (SME) to support a large-scale Army software sustainment and modernization program, focused on sustaining a number of key programs and transitioning legacy systems into secure, cloud-based enterprise solutions. This position is critical to establishing and executing a comprehensive software engineering program task area that delivers secure, resilient, and mission-ready software solutions. The SME will serve as a trusted advisor and technical lead to government stakeholders, shaping the Software Development Life Cycle (SDLC), advancing Agile and DevSecOps practices, and enabling the successful migration of systems to a cloud solution in accordance with DoD guidance. You will play a crucial role in: Software Engineering Leadership Lead a comprehensive software engineering program applying all relevant disciplines (requirements, design, development, testing, deployment, sustainment). Define and implement enterprise software engineering practices, standards, and methodologies aligned to Agile and DevSecOps principles. Develop, maintain, and deliver SDLC plans, ensuring traceability, auditability, and compliance with DoD and Army standards. Agile & DevSecOps Implementation Stand up and mature a DevSecOps pipeline to automate build, integration, test, and deployment processes. Enable continuous integration/continuous delivery (CI/CD) practices that accelerate secure delivery of capabilities. Organize and mentor cross-functional teams to align to Agile delivery rhythms and mission needs. Domain Expertise in Army Force Management Provide deep expertise across the Army Force Management Model. Support the mission by managing Army and Joint requirements into software engineering priorities. Collaborate with HQDA and other stakeholders to ensure alignment of force management capabilities. System Sustainment & Modernization Manage sustainment of legacy Defense Readiness Reporting System Army (DRRS-A); Force Management System (FMS); Army National Guard Information Management Architecture (IMA); ARNG DLP, MyUnitPay (MUP) systems until fully modernized, decommissioned, or transitioned. Guide migration of these products to their enterprise "to-be" state. Direct infrastructure consolidation and migration to DoD cloud environments. Data & Compliance Management Establish data quality and measurement methods to drive decisions on cost, schedule, performance, and quality. Deliver required documentation and artifacts (CSDs, TIPs, Release Plans, FRDs, RTMs, etc.) to enable auditability and system certification. Strategic Collaboration & Enterprise Design Establish an enterprise design framework describing "as-is," "transitory," and "to-be" states for all applications within scope. Facilitate collaboration with government, mission partners, and industry to define end states for products without defined transition paths. Leverage commercial tools, items, and best practices to accelerate delivery. What You'll Need to Succeed The SE SME must have: Education: Master's degree in Computer Science, Software Engineering, Systems Engineering, or related field. Experience: 8+ years of software engineering and sustainment leadership in large-scale DoD or federal programs. Technical skills: Expertise in software development lifecycle management, system architecture, cloud infrastructure (AWS, Azure), and enterprise system integration. Familiarity with modern tools such as Kubernetes, Jenkins, GitLab/GitHub, Docker, and automated test frameworks. Desired/Preferred Experience: Army/DoD software engineering/development program experience. Demonstrated success in developing enterprise transition strategies for large portfolios. Security clearance level: Active DoD Secret. US citizenship required. Certification(s): DoD 8570 IAT Level II, AWS/Azure Architect, SAFe Agile, or DevOps-related certifications. The likely salary range for this position is $144,500 - $195,500. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
