The City of West St. Paul welcomes motivated and detail-oriented accounting professionals to join our dedicated team!

As an Accountant, you'll play a key role in maintaining and managing the city’s payroll. Maintains records of financial activity and compliance with legal guidelines and with generally accepted accounting principles. Understands and assists in preparation of financial and accounting work-papers and reports. Prepares the annual payroll budget. Performs specialized accounting duties to execute aspects of an integrated financial system.

Essential Duties and Responsibilities

Process bi-weekly payroll. Includes transmitting benefit contributions to third party administrators and processing ACH payments. Maintains PTO, sick and vacation leave accruals, and process adjustments.

Processes monthly, quarterly, and yearly reports to local, State and Federal agencies.

Ensure timely reconciliation of bank accounts for the city backup for the SMFD account.

Coordinate end-of-year payroll processes and preparation, delivery and filing of W‑2s and 1099s and annual PERA reporting.

Oversees accounting records concerning accounts payable, payroll, receipts, and related financial records and reports, provides direction and corrective action when needed.

Responds to surveys from the League of Minnesota Cities and other agencies regarding salary and benefit programs, census, and other requests for information.

Prepares Annual Payroll Budget.

Assists with the annual audit process; prepares schedules and statistical statements for the annual financial report and audit.

Maintains finance department record retention with regard to payroll.

Primary backup of the Accounting Technician.

Assists Human Resources with departmental tasks and projects as needed.

Performs other duties and assumes other responsibilities as are apparent or assigned.

Minimum Qualifications

Bachelor’s degree in accounting, or closely related field.

Two years of professional experience in municipal accounting.

Prior experience processing payroll.

Knowledge of governmental and general accounting procedures.

Proficient in office equipment and Microsoft applications.

Preferred Qualifications

Three years of professional experience in municipal accounting.

Experience with Tyler Technologies New World financial software.

Essential Knowledge, Skills and Abilities

Ensures timely reconciliation of bank accounts for City and Fire department.

Reconciles General Ledger payroll liability accounts and resolve discrepancies.

Coordinate end-of-year payroll processes and preparation, delivery and filing of W‑2s and 1099s and annual PERA reporting.

Balance cash drawer, prepare bank deposits.

Oversees accounting records concerning accounts payable, payroll, receipts, and related financial records and reports, provides direction and corrective action when needed.

Responds to surveys from the League of Minnesota Cities and other agencies regarding salary and benefit programs, census, and other requests for information.

Prepares Budget Adjustments as approved by Council.

Assists with the annual audit process; prepares schedules and statistical statements for the annual financial report and audit.

Maintains finance departments record retention with regards to payroll.

Primary backup of the Accounts Payable/Receivable Clerk.

Performs other duties and assumes other responsibilities as are apparent or assigned.
