Agency Attorney Intern – NYC Department of Environmental Protection (DEP) Department of Environmental Protection (DEP) is the largest municipal water and wastewater utility in the United States, serving nearly 6,000 employees and delivering 1.1 billion gallons of high‑quality drinking water to New Yorkers. DEP’s Bureau of Legal Affairs, headed by General Counsel Elissa Stein Cushman, provides in‑house counsel across Environmental Affairs, Water Supply & Environmental Litigation, Contracts & Employment, and Infrastructure & Operations units.

We are seeking an Attorney Intern to review and resolve disputes related to the contracts that support DEP’s capital construction program. The candidate will work closely with contracting, business, and technical staff, interface with external contractors and consultants, and liaise with the City’s Law Department on procurement and claims matters.

Responsibilities

Review and analyze contract documents and construction procurement materials.

Assist in interpreting existing case law and drafting legal memoranda.

Prepare Agency responses to requests for proposals and other procurement documents.

Provide legal advice on a variety of capital construction contract and procurement matters.

Handle complex projects requiring strong analytical, writing, and client‑relations skills.

Conduct legal research and assist in preparing litigation strategy when necessary.

Minimum Qualifications

Graduation from an accredited United States law school (NYC Court of Appeals Sections 520.3 or 520.5) or admission to the New York State Bar.

Preferred Skills

Excellent writing, research, analytical, and oral communication skills.

Ability to multitask without sacrificing quality and to function well in a fast‑paced environment.

Salary: $72,510.00 – $88,040.00
