Capital Projects Manager
— City of Portland, Texas City of Portland, Texas is seeking a skilled and experienced Capital Projects Manager to oversee the planning, execution, and completion of the City’s Capital Improvement Program (CIP). The Manager reports to the Director of Public Works and is responsible for managing high‑value projects, ensuring compliance with regulations, and collaborating with key stakeholders to enhance infrastructure development. Key Responsibilities
Manage and oversee capital projects from inception to completion, ensuring they are delivered on time, within scope, and within budget. Develop and manage project scopes, budgets, schedules, and procurement plans. Lead bid processes, contract negotiations, and maintain compliance with contractors and consultants. Ensure adherence to local, state, and federal regulations, safety standards, and environmental codes. Work closely with inspectors, engineers, and contractors to monitor project progress and resolve issues. Oversee financial management, including budgeting, forecasting, grant compliance, and payment processing. Develop strategies for securing project funding, including grant applications and bond program management. Collaborate with City departments, agencies, and stakeholders to align capital projects with city growth initiatives. Provide regular updates and reports to City leadership, businesses, and residents. Represent the City during emergencies, requiring mandatory attendance during storms, disasters, or other events. Qualifications
Bachelor’s degree in Engineering, Project/Construction Management, Civil Design, Public Administration, or a related field from an accredited institution. Minimum 5–7 years of experience managing capital projects, preferably with budgets exceeding $5 million. Preferred certifications: Certified Construction Manager (CCM), Project Management Professional (PMP), or Program Management Professional (PgMP). Special Requirements
Experience with project management software such as Microsoft Project or Procore. Strong leadership ability to lead multi‑disciplinary teams, communicate effectively with stakeholders, and manage complex projects. This position is subject to the City of Portland’s Background Investigation and Drug Testing Policy.
