General Description The Office of Inspector General (OIG) is an independent law enforcement agency dedicated to maintaining the safety and security of the Texas juvenile justice system. It investigates criminal allegations involving TJJD juveniles, employees, facilities, contractors, volunteers or programs within the system. OIG inspectors general oversee criminal investigations and possess all the power and duties granted to peace officers under the Texas Code of Criminal Procedure. Their authority extends to parole officers and facilities operating under contract with TJJD. Specialized inspectors investigate allegations of abuse, neglect and exploitation by staff against justice‑involved youth at the state and county levels. OIG also provides security at gatehouses, controls ingress and egress of all personnel and vehicles, detects and intercepts contraband, operates the 24‑hour Incident Reporting Center (IRC), serves as a reporting and clearinghouse for the system, compiles and submits reports to the TJJD board members, the legislature and other state agencies, and monitors compliance with the TJJD Use of Force Plan.
Essential Duties
Oversee and conduct criminal and administrative investigations regarding allegations of abuse, neglect, exploitation, and related allegations; including interviewing witnesses, collecting and evaluating evidence, and preparing detailed reports for legal and administrative action.
Obtain and execute warrants; assist other law enforcement agencies; conduct undercover investigations; perform arrests and facility security duties, including escapee pursuit.
Prepare comprehensive case reports; submit criminal cases for prosecution; produce administrative reports of abuse, neglect, and exploitation to agency leadership for discipline.
Document investigative activity in accordance with standard operating procedures; maintain records of cases, evidence, contraband, and property.
Conduct routine, random, or specifically requested searches and inspections of facility premises, persons, and vehicles.
Record all training and other activities; complete monthly activity reports.
Coordinate with departmental staff to meet objectives; share information on investigative activities; identify operational concerns and trends; recommend improvements.
Collect and analyze reports of serious injury, escape, youth‑on‑youth assaults, and attempted suicide; issue reports on non‑compliance with state laws and agency rules; report technical assistance needs.
May be assigned as a computer forensic investigator.
Perform all duties in compliance with agency safety policies and procedures; report safety hazards and correct them when possible; complete required documentation for accidents or injuries within specified timeframes.
Provide training to others.
May be assigned a canine partner to assist with detection, interception, and investigation of contraband.
Perform related work as assigned; attend work on a regular and predictable schedule; extensive statewide travel required.
