Title: University Biosafety Officer

Overview The Division of Institutional Planning & Operations (IP&O) employs a workforce of approximately 2,700 staff, represented by 15 collective negotiations agreements, and is responsible for institutional strategic initiatives and operations. These encompass planning and construction, facilities, public safety and emergency operations, environmental health and safety, transportation, housing, and auxiliary/retail operations across the State of New Jersey.
Posting Summary Rutgers, The State University of New Jersey, seeks a University Biosafety Officer in the Division of Institutional Planning & Operations (IP&O). The Officer manages the Biosafety Group and the Institutional Biosafety Program, acting as the Responsible Official for Rutgers‑NJMS biocontainment facilities, including BSL‑3 laboratories in the Medical Science Building (MSB), International Center for Public Health (ICPH), and Regional Biocontainment Laboratory (RBL). The Officer ensures compliance with applicable laws, regulations, standards, guidelines, policies, and procedures for BSL‑3 facilities, works with Laboratory Safety Committees, Institutional Animal Care and Use Committees (IACUC), Institutional Biosafety Committees (IBC), and Institutional Research Boards (IRB) to maintain national standards, and supports research protocols and biosafety manual updates.
Key Responsibilities
Support researchers in developing standard operating procedures and protocols, maintain and update the Biosafety Manual, and ensure consistency across safety plans.
Facilitate positive communications with laboratory safety committees, IACUC, IBC, IRB, ensuring compliance with NIH, FDA, and other standards for recombinant DNA and vaccine research.
Review research protocols, conduct inspections of research facilities, and report significant problems and violations.
Lead the department’s biosafety team, overseeing the activities and assignments of bilateral Biosafety Officers.

FLSA Status: Exempt
Grade: 31S
Salary Range: Minimum $111,050 – Maximum $169,906
Standard Hours: 37.50 per week, Day shift, Full Time
Union: MPSC – Legacy UMD

Qualifications Minimum Education and Experience
Master's Degree in Biological Sciences, Microbiology, Chemistry, Industrial Hygiene and Safety, or related field.
At least eight (8) years as a biosafety specialist, officer, or related role, including three (3) years as Responsible Official or Alternate Responsible Official of Select Agent and BSL‑3 laboratories (animal laboratories included).
Certifications/Licenses
Registered Biosafety Professional (RBP) or Certified Biosafety Professional (CBSP) required.
Valid NJ Driver's License and ability to operate a university vehicle.
Required Knowledge, Skills, and Abilities
Comprehensive knowledge of federal and state regulations for select agents, BSL‑3 labs, recombinant DNA, microbiology, biomedical labs, bloodborne pathogens, and hazardous material transport.
Ability to respond appropriately to emergencies and critical situations in a research setting.
Strong written and oral communication skills, including clear reports and presentations.
Proficient use of Internet research tools and computer applications (email, Office, Excel, PowerPoint).
Organizational skill to prioritize and manage multiple projects.
Physical Demands and Work Environment
Must walk/stand for extended periods, wear SCBA and PPE up to Level A, and provide emergency response services, including on‑call/off‑hour duties.
Experience in university or healthcare settings preferred; excellent interpersonal skills, leadership, autonomy, and the ability to work on multiple simultaneous projects are required.
Must complete a DOJ security risk assessment and obtain CDC or DHHS clearance for select biological agents and toxins.
