ASSOCIATE LAND USE PLANNER - PERMITS AND ENFORCEMENT
We are accepting applications for this position with a slated start date of Jan 5th.
Under the direction of the Senior Land Use Planner- Permits and Enforcement, the Associate Land Use Planner- Permits and Enforcement assists with processing, reviewing, and inspection of land use projects, provides research and support in the enforcement of zoning violations for the City of Fort Wayne and Allen County zoning jurisdiction. This position is covered as defined by The Board of Commissioners of the County of Allen Employee Handbook.
ESSENTIAL FUNCTIONS
:
Covers regularly scheduled on-call periods, establishes an enforcement inspection schedule, and responds to citizen or government agency zoning related complaints and inquiries. Conducts on-site project and enforcement inspections, reviews and compares physical structures to site plans and assists other department staff with site inspections as required. Assists with the enforcement process including, but not limited to, Ordinance violations for animals, structures without permits, and businesses in residential. Provides research on policy and procedures for time, efficiency, and effectiveness of follow up to zoning complaints. Reviews pool permits, including intake, ordinance compliance verification, issuance, tracking, and final inspection review. Reviews zoning verification letter requests, research requested information, and drafts final letter. Reviews roadway easements associated with metes and bounds subdivisions for compliance with code. Responds to inquiries from other agencies and members of the general public regarding department services, requirements, standard policies, and procedures. Processes Improvement Location Permit applications, assists office staff, and reviews complicated requests for information and unusual project sites. Assists with petitions for compliance with zoning ordinances and for projects and enforcement related actions. Works with developers and other applicants on projects and ensures they are aware of filing dates and required information. Reviews development proposals and other requests for conformance with appropriate regulations and prepares recommendations. Checks commercial, industrial, and residential development plans for zoning conformity, processes permit applications, visits development sites, and communicates with property owners, architects, builders, attorneys, contractors, engineers, and the general public regarding development policies and standards. Updates the online permitting system daily by creating, monitoring, and finalizing permitting and complaint records. Communicate with all parties as needed for correspondence and permit sign off. Responsible for reviewing project statuses and reports and updating the records as needed. Responsible for assisting with the management of the department's website. Review requests for billboard sign review and maintains the database of credits Review applications for wall signs. Develop process workflows and manuals for departmental operating procedures. Administers addresses and assignments for all zoning jurisdictions. Administers the Accela permitting system coordination including ticket submittals and ticket follow-up. Performs ARC/GIS mapping, including zoning map amendments, BZA, addressing, floodplain and customer mapping related to land use planning. Performs all other duties as assigned, including overtime as required. REQUIREMENTS:
Bachelor's Degree in Planning, Public Administration, Community Development, or related field with one year of experience in community development, planning, or related experience Valid Driver's License to operate a County vehicle Strong written and verbal communications skills, including public speaking to effectively and professionally communicate with others REQUIREMENTS (Continued):
Knowledge of research and data collection practices with the ability to read, analyze, and interpret department and governmental records and regulations Knowledge of planning principles and practices with the ability to apply them to current situations and projects Strong customer service skills with the interest and willingness to work with others Strong computer and Internet skills to perform daily work with the ability to learn various computer programs including, but not limited to, Microsoft Office, ArcGIS, and other job-related software
DIFFICULTY OF WORK:
The Associate Land Use Planner- Permits and Enforcement provides substantial contributions when advising on policy and procedures for time, efficiency, and effectiveness of follow-up to zoning complaints to ensure compliance with residential and commercial properties. Judgement is used when conducting on-site projects inspections and enforcement inspections.
RESPONSIBILITY:
The Associate Land Use Planner- Permits and Enforcement provides substantial contributions when responding to inquiries from other agencies and members of the general public regarding department services, requirements, standard policies, and procedures. Purpose and desired results are indicated with decisions reviewed for soundness of judgement and conformance with precedent when advising on policy and procedures for time, efficiency, and effectiveness of follow-up to zoning complaints to ensure zoning compliance with residential and commercial properties.
PERSONAL WORK RELATIONSHIPS:
The Associate Land Use Planner- Permits and Enforcement maintains frequent contact with other county employees, other government officials, and the general public when processing, reviewing, and providing professional guidance on land use projects and enforcing zoning violations for the City of Fort Wayne and Allen County.
WORKING CONDITIONS:
The Associate Land Use Planner works in an office environment with the ability to move about freely with frequent sitting, mental/visual effort, and attention to detail, detailed inspection, and transcription /proofreading. Some standing, lifting up to twenty pounds, bending, pushing/pulling loads, reaching over head, kneeling, crawling, climbing ladders, typing, and exposure to extreme temperatures, noise, and noxious odors/fumes are to be expected.
