Overview Reporting to the Senior Director of Facilities, the Director of Engineering and Capital Projects is responsible for the programming planning, design, and construction of capital projects and physical improvements undertaken by The Jackson Laboratory, ensuring compliance with state and federal regulations and procedures and effective management from concept through planning, design, bidding, construction, and occupancy. The Engineering Director leads the selection and hiring of consultants for capital projects and supervises the work of consulting firms and in-house design staff. This position helps manage the efficient use of space on campus and develops long-range and detailed plans to meet the needs of the institution, oversees budgets for construction projects, and manages the office of Engineering & Technical Services.

This role is located full time in Bar Harbor, ME with travel to other JAX campuses as needed.

Key Responsibilities & Essential Functions

Assist with the development and maintenance of the campus master plan through consideration of the program and growth needs of The Jackson Laboratory; the master plan supports the mission of the institution with detailed short-, mid-, and long-term plans for campus facilities and infrastructure.

Ensure that capital projects and physical improvements are effectively managed by overseeing all activity on these projects, including feasibility analysis, programming, preliminary studies and development of alternative solutions, code review, project design, development of contract documents, preparation of project estimates and budgets, solicitation, receipt, and evaluation of bids, construction administration, site observation of construction, management of project budgets, and project close-out.

Ensure construction projects comply with applicable state and federal regulations by developing and enforcing JAX policies and procedures for planning, design, and construction, including consultant selection, bidding, contract awards, bonding and insurance considerations, and project close-out.

Coordinate with site-specific Facilities Management teams for installation and commissioning of engineered systems and occupancy readiness, continuing throughout the life of the facilities; work with Facilities Management to develop solutions to facility-related problems.

Develop and maintain departmental policies, guidelines, and standards applicable to the entire JAX enterprise; establish design standards and quality expectations for physical improvements and communicate them to consultants, contractors, and others performing construction on campus.

Manage the Office of Engineering & Technical Services (10+ staff) by optimizing structure and staffing, hiring qualified applicants, supervising staff, training personnel to standards, assigning projects, setting goals, developing staff, and evaluating performance.

Requirements, Knowledge, Skills, and Abilities

Bachelor degree in Architecture, Engineering, or directly related field (AIA or PE registration or ability to be registered within 12 months preferred).

15+ years of Facilities Engineering/Planning experience in an industrial/institutional setting, including 5 years in a technical supervisory capacity; experience in discerning program needs from user input to develop programming and planning documents, guiding the design process, managing project budgets, and overseeing multi-million dollar construction projects with field observation.

Construction industry experience within an institutional research environment is preferred.

Intimate knowledge of architectural, mechanical, electrical, structural, and civil systems; strong knowledge of building codes, industry standards, contract language for the construction industry, and applicable statutes of CA, CT, FL and ME is beneficial.

Management skills in decision-making; ability to gather and analyze information to make well-founded recommendations to senior management.

Strong interpersonal and communication skills; ability to work with a diverse community and communicate with the JAX community, the public, and the media on planning, design, and construction issues.

Proficiency with relevant software (MS Windows, AutoCAD, MS Office, MS Project or Primavera, Timberline, e-Builder, etc.).

Pay Range:

$136,461 – $228,467 based on total years of experience and current/prior related experience
