Cost Engineer , reporting to the
Senior Project Engineer , you will play a key role in cost control, change management, and financial tracking to ensure the projects successful delivery. About Frontier-Kemper
Frontier-Kemper-Tutor Perini joint venture was awarded the Manhattan Tunnel Project, part of the Hudson Tunnel Project (HTP). A $1.18 billion design-build contract from the Gateway Development Commission for the HTP which aims to enhance rail resiliency by adding two new tracks between New York and New Jersey and rehabilitating the storm-damaged North River Tunnel. The project includes designing and constructing twin 30-foot diameter, 700-foot-long tunnels under the Hudson River, connecting to existing tunnels beneath Hudson Yards, and an access shaft at 12th Avenue, later serving as a ventilation facility. Excellence in Underground and Heavy Civil Construction Extraordinary Projects Need Exceptional Talent Responsibilities Collaborate with the Project Manager and team to input, monitor, and manage the JDE Quantity Book. Draft and review project correspondence, letters, and notices in coordination with day-to-day operations. Review owner notices, document and assess impacts, and present findings to the project team. Develop and manage subcontractor contract provisions, terms, and conditions. Maintain Potential Change Order (PCO) tracking and manage the full lifecycle of project change requests. Oversee subcontractor Change Order Request (COR) processes, including evaluations, estimating, negotiations, and preparation for review. Manage subcontractor payments and required documentation. Administer owner change directive processes, including cost/quantity evaluations and negotiations. Prepare monthly Claims Cost Reports. Produce cost reporting (internal and external) for all PCOs.
Requirements
Required: High School Diploma or GED. Preferred: Bachelors degree in Engineering, Construction Management, Finance, or a related field from an accredited institution. 10+ years of experience in cost engineering, cost analysis, or financial management on infrastructure or large-scale building projects. Proficiency in cost management software (Procore) and estimating tools such as HCSS, Excel, Primavera P6, or similar platforms. Strong analytical, organizational, and communication skills. Experience in heavy civil construction projects. Excellent written and verbal communication skills.
