Overview Position is the primary Human Resource Business Partner (HRBP) to assigned divisions and programs within Commerce. The role provides expert HR guidance on labor and employee relations, organizational best practices, classification, compensation, performance management, disciplinary actions, recruitment and selection, diversity, equity and inclusion, protected leave and other personnel administration functions.

Responsibilities

Act as a strategic business partner to executives, managers and supervisors for workforce planning, organizational development and employee performance.

Provide appointment‑level advice, interpretation and consultation on HR rules, regulations, policies and procedures in areas such as classification, organization structure, compensation, performance management, disciplinary action, reasonable accommodation, recruitment and selection, FMLA, and L&I.

Interpret and apply federal and state employment laws, civil service rules (Title 357 WAC), agency policies, the Washington Federal Service Employees (WFSE) Collective Bargaining Agreement and other relevant agreements.

Partner with assigned customer areas for ongoing evaluation of programs’ operational needs and priorities, making long‑term strategic recommendations.

Handle complex HR issues with agency‑wide impact, maintaining confidentiality and ensuring compliance.

Meet with authorities, managers, supervisors and employees to assess HR needs, develop strategies that promote effective employee relations, resolve problems based on policy and regulatory requirements, and conduct exit interviews as needed.

Review position descriptions and allocate Commerce positions within the state’s classification and compensation structure for Washington General Service, WMS, and EMS positions.

Coordinate position reviews with the HR Classification and Compensation Manager, analyze organizational structure and propose staffing configurations to enhance unit effectiveness.

Participate in planning and implementing new HR programs, policies and procedures as required.

Support the organization’s strategic direction and long‑term goals by recommending ways to improve HR programs and practices to address service gaps.

Compose pre‑disciplinary documents, disciplinary documents, expectation memos, draft correspondence and grievance responses.

Lead development and update of standard operating procedures for HR processes and service delivery standards.

Develop HR Resource Documents for employees and supervisors, and provide training on various HR topics.

Plan, develop and conduct workplace investigations, analyze incidents, interview witnesses, and prepare investigative reports.

Maintain confidentiality, ethics and compliance with Washington State laws and Department policies.

Required Qualifications

Seven (7) years of combined experience and/or education in human resources.

Experience in at least four of the following areas: advisory and consulting on organizational development and change; technical HR training; research and expert solutions; personnel/payroll interpretation; employee relations investigations; SOP development; HR document writing; protected leave administration.

Education in business, human resources, social or organizational behavioral sciences, or related field.

High‑school or equivalent may be substituted year for year for experience.

Preferred Qualifications

Professional Human Resource Certification or Master’s Degree in a related field.

Certified Diversity Professional (CDP) or Certified Diversity Executive (CDE).

PHR, SPHR, SHRM‑CP or SHRM‑SCP certification.
