SCOPE & PURPOSE Under the daily direction of the Property Manager, the Assistant Property Manager is responsible for the overall aspects of the community operations and may be asked to perform other duties as assigned by the Manager or Regional Director.

DUTIES & RESPONSIBILITIES

Assists in the training of all property staff.

Creates a positive, welcoming, supportive environment for residents, visitors, and community staff.

Responsible for the office being kept in a neat and clean condition.

Evaluates staff performance, including completion of annual performance reviews.

Counsels underperforming staff and provides critical feedback to improve performance.

Prepares, approves, and submits timesheets and payroll adjustments.

Assists the Regional Director in selecting community staff and performs preliminary interviewing.

Has a working knowledge of all affordable regulatory forms and documents.

Submits accurate and complete reports as specified on Residential One’s timetable.

Maintains building security measures and documents incidents, notifying management, owners, and carriers within 24 hours.

Responsible for in‑house file audits on a semi‑annual basis.

Ensures the property filing system is maintained daily, including applicant/resident, accounting, vendor, and contract files.

Ensures all community staff attend mandatory trainings to promote successful operations.

Understands Boston Post software and paper‑less workflow process to operate efficiently.

Prepares Reserve Funds Replacements (RFR).

Other duties as assigned.

OCCUPANCY

Supervises all leasing activities and maintains 100% occupancy through curb appeal, service, and retention strategies.

Executes marketing and advertising campaigns in conjunction with the affirmative fair housing plan.

Notifies residents of all tenancy‑affecting issues in writing.

Maintains vacancy information as required by Residential One, owners, and monitoring agencies.

Ensures move‑in certifications are completed and sent to U.S. Housing on time.

Maintains accurate waitlists.

Screens and reviews all applications promptly.

Calculates income and assets in compliance with standards.

Pre‑audits first‑year investor lease‑up files and corrects as needed.

Screens, reviews, and signs lease orientations, submitting documentation to U.S. Housing.

Stays current on rules for affordable housing applicable to the community.

Oversees property tours, shows vacant units, and markets amenities.

Conducts move‑in/move‑out inspections and completes the process within 24 hours.

Performs semi‑annual apartment/townhome and quarterly exterior/interior inspections.

Ensures correct set‑asides, rent, and income limits are used.

Administrates the certification process accurately and on time.

Assists community staff in preparation for inspections and audits.

Maintains compliance with policies and laws affecting marketing and leasing.

Files court documents for eviction and attends scheduled hearings.

Accurately submits affordable year‑end or quarterly reports.

Purges files annually as applicable.

FINANCES

Achieves financial stability through cost reduction and system implementation, maintaining 0% delinquency.

Logs delinquent rent monthly and follows up with collection or eviction.

Administers security deposits, including inspections, disposition letters, and returns within 21 days.

Records daily rent and deposits, keeping accurate documentation.

Ensures Boston Post batches match bank scans and deposits.

Uses rent collection policy, following up on delinquent accounts.

Prepares the annual operating budget and explains monthly variances to the Regional Director.

Familiar with AP and AR procedures and requirements.

MAINTENANCE

Manages operations and purchases for the maintenance department.

Solicits and reviews contract bids before approval.

Ensures contract work is completed in the community.

Assists with budgetary constraints and effective use of the maintenance budget.

Maintains purchase order and invoice procedures.

Oversees inventory control system.

Ensures preventative maintenance schedules are completed on time.

Oversees daily property inspection and curb‑appeal cleanup.

Guarantees timely completion of work orders.

Other duties as assigned.

QUALIFICATIONS

High school diploma/GED required.

2+ years experience in residential leasing or property management.

1+ year experience with LIHTC/Section 8 property management.

Excellent communication and time‑management skills.

Well‑developed customer service and sales skills.

PHYSICAL REQUIREMENTS

General office nature, extended periods of sitting and computer use.

Standing at machines such as copier/fax/scanner as needed.

Movement between departments, floors, and properties.

Conducting tours, including walking and climbing stairs.

Requires talking, hearing, using hands and fingers to write and type.

Ability to read, understand, and communicate written and oral information.

Requires visual acuity for reading printed material, graphics, computer displays, and inspecting properties.
