City of Baltimore . Job Summary: The BPD underwent a comprehensive civil rights, pattern, and practice investigation by the United States Department of Justice. As a result, the BPD and the DOJ have negotiated a consent decree. The consent decree will require the BPD to continue the rapid implementation of process improvements over the next several years. To quickly implement the consent decree mandates, BPD is seeking a driven, dynamic, and capable professional to conduct internal performance audits on all operational and administrative procedures and provide quantitative and qualitative measurements of the department's compliance. This non-civil service position will join the BPD Performance Standards Section. Responsibilities

Conduct internal performance audits on operational and administrative procedures. Provide quantitative and qualitative measurements of the department’s compliance with the consent decree mandates. Document audit findings and prepare detailed and complex drafts and final reports that are clear, objective, and well-organized. Summarize audit findings into formal reports and communicate effectively, both orally and in writing. Minimum Qualifications

Education:

Graduation from an accredited four-year college or university with a degree in Accounting, Criminal Justice, Mathematics, Sociology, or Economics AND Experience:

Either two years of full-time paid experience conducting performance, compliance, operations, financial, program or regulatory audits by professional auditing standards or five years of full-time paid experience conducting similar audits within a private or government agency. Designations such as

CLEA ,

CIA ,

CGAP ,

CPA ,

CFE ,

CRMA , or

QAIL

are highly desired but not required. OR Equivalency Notes:

Have an equivalent combination of education and experience. Knowledge, Skills, and Abilities

Knowledge of theory, principle and practice of auditing bureaucratic organizations and the methods used to examine, verify and analyze operation records, statements, and reports; standards for the professional practices of Internal Auditing; Institute of Internal Auditors; report writing techniques; general research and analytical techniques. Knowledge of city or state government operations, practices and procedures. Knowledge of statistical methods, including qualitative and quantitative analysis and statistical sampling. Knowledge of Generally Accepted Government Auditing Standards (GAGAS). Knowledge of word processing and common software applications (Microsoft Word, Excel, Outlook, Publisher). Ability to collect, analyze and interpret data; understand and explain complex legal provisions in audits; apply instructions, and legal and contractual requirements to audit work. Ability to conduct thorough research using varied techniques and document findings in work papers. Ability to prepare detailed and complex drafts and final reports that are complete, accurate, timely, objective, convincing, clear and concise as the subject permits. Ability to communicate effectively, both orally and in writing; collaborate in group projects. Additional Information
