We’re hiring a
Senior Stormwater Compliance Manager
in the San Antonio, TX area to support the expansion and operation of our growing stormwater compliance practice. In this role, you will oversee the permitting, plan preparation, inspections, and subcontractor installation and maintenance of control measures on construction projects. You will be responsible for ensuring that all operations meet local, state, and federal stormwater regulations (e.g., NPDES, TPDES CGP, MS4, SWPPP), while providing technical guidance and leadership with staff and clients. You will also drive business growth by strengthening your existing client relationships, building new partnerships, and consistently delivering high-quality stormwater compliance services that position Ensolum as a trusted long-term advisor. Pursuing and securing contracts with land developers to provide turnkey construction stormwater discharge permit compliance services. Leading all aspects of stormwater compliance for land development projects, from pre-construction permitting through final stabilization. Developing, reviewing, and managing Stormwater Pollution Prevention Plans (SWPPPs), erosion and sediment control plans, and post-construction BMPs. Coordinating and supervising staff conducting stormwater inspections to ensure compliance with NPDES/TPDES permits and local stormwater ordinances. Managing relationships with regulatory agencies, including submitting permit applications and responding to audits or notices of violation. Collaborating with civil engineers, environmental consultants, and construction teams to implement effective stormwater management strategies. Training internal staff and subcontractors on stormwater compliance protocols and best practices. Analyzing project risk and providing solutions to mitigate stormwater-related compliance issues. Maintaining and improving stormwater compliance documentation, inspection records, and permit tracking systems. Qualifications
Bachelor’s degree in Environmental Science, Civil Engineering, Environmental Engineering, or a related field. 7–10+ years of experience in stormwater compliance, with at least 3 years in a senior or lead role. Strong background in land development and site construction with contacts and standing relationships with land development companies. Deep understanding of TPDES permitting, MS4 regulations, and stormwater BMP design and implementation. Experience working with federal, state, and local environmental regulatory agencies. Certifications such as PE, CISEC, CPESC, or similar are highly desirable. Excellent project management, communication, and leadership skills. Demonstrated leadership of project teams and direct supervisory experience. Successful client relationships and experience growing work. Strong technical writing and communication skills Safety awareness and understanding of safe work practices Valid driver’s license, safe driving record, and personal vehicle Proficiency with Microsoft Office suite Able to pass drug & alcohol screening and background check What we offer
