Acceptable Experience and Education Master’s in library and information science from an accredited university or college in or a related field and with a minimum of two (2) years in serving on projects or committees. Or any equivalent combination of education, experience, and training which provides the required knowledge, skills, and abilities.

Certificates/Licenses Required and other Requirements Must have or obtain by date of hire a valid driver's license applicable to job responsibilities, with a driving record acceptable to the County of El Paso, and proof of motor vehicle insurance.

Must have or obtain by date of hire a personal device capable of using multi-factor authentication to verify one's identity when accessing the County's network and systems.

Essential Duties Acts in the absence of the Digital Services Librarian; Manages day-to-day operations of the El Paso County’s All-Digital Branch Library at the Fabens Community Center; Assists in resource development for County-wide collection development guidance, curriculum and instruction assistance, subject‑specific information literacy instruction, and help with accreditation and licensing needs; Develops and implements programs and services including workshops, seminars, special events, etc., targeted to El Paso County residents based on needs assessment of service population; Develops effective partnerships with community partners, schools, Community Service Department divisions, and other library personnel to meet community goals; Identifies, develops, and delivers patron instruction in the use of digital technologies including the development and delivery of library programs; Ensures interactive user engagement with library digital content and investigates and promotes new methods and tools for presenting content to patrons; Promotes reading and use of digital resources for all ages via the County’s online presence and in-person presentations and outreach events; Performs database and website maintenance; Creates and advocates web and print-based instructional and programming resources; Tracks and assesses library services and library resource usage; analyzes data to improve resources and services and inform innovation; Supports training and development needs of library staff; Supports onboarding of new library staff through orientation and training activities; Assists in conducting strategic planning and forecasts future budgetary trends; Assists in preparing, completing, and presenting various reports; develops materials for the public; Assists in formulating, implementing, and interpreting goals, objectives and policies within the El Paso County strategic guidelines; Assists in conducting strategic planning and forecasts long-range planning of subscriptions and services required to meet the Texas State Library Archives and Commission accreditation requirements; Analyzes and recommends new programs and monitors effectiveness of existing programs and recommend changes to improve departmental efficiency; Assists in maintaining the accounting of invoices and approves for payment; Assists in purchases, subscriptions, accounts payable and financial records; Assists with contracts and ensuring compliance with terms; Compiles, develops, maintains and writes reports and prepares statistical data; Assists in researching, developing and maintaining promotional materials to include pamphlets, user guides, service locators, public service announcements, monthly newsletters and web page content; Provides general tours of facility and provides trainings in library usage at various library locations, schools, and other community centers; Performs light cleaning of library branch; Provides technical assistance to users for both hardware and software; guides and teaches users to utilize digital resources and computer applications; Troubleshoots network issues, installs and updates library software; Performs updates to computers for public use, devices that are available for patron circulation, and other hardware necessary for the library program; Attends and participates in meetings, training and information sessions; Stays abreast of new and anticipates future trends and innovations in the field.

Other Important Duties* Substitutes, if assigned, during temporary absences by performing delegated duties sufficient to maintain continuity of normal operations; Commits self to providing excellent customer service and demonstrate commitment through cooperative team and individual efforts; and Creates a high-quality work culture through participation in and emphasis on training and mentoring to develop leadership, management, and technical skills in self and all employees, including safety related training and skills. Performs such other related duties as may be assigned. As members of the County of El Paso Emergency Response System, all El Paso County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to train on emergency response and/or perform certain emergency services at the direction of their supervisor.

Summary of Position The Digital Library Branch Manager works under general direction provides cohesive management and administration for the operation of El Paso County’s All-Digital Library. The incumbent provides El Paso County residents access to digital resources and programs. This position will serve as the lead for library programming planning and implementation, collaborating with community partners on public service programming, and design and provide training for El Paso County’s All-Digital Library users.

Reports to Digital Services Librarian

Directs Supervises Digital Library Services Specialist (s), other support staff, AmeriCorps Volunteer in Service to America (VISTA) member (s), and volunteers, as assigned.

Minimum Requirements Knowledge of: County policy, state, and federal laws and regulations; library science and information technology; principles and practices of library science methods; library automation; current library trends and issues; interrelating the resources; automated library systems, software and hardware, network systems, computer applications both standard office and library specific; marketing and promotion practices; principles and practices of administrative management; the principles and practices of effective customer service; County organization, operations, policies and procedures; English usage, grammar, punctuation and spelling; techniques for effective interpersonal communications; modern office procedures, methods and computer equipment to include Windows and Microsoft based products. Working knowledge of: Common databases and the basic structure of library information systems. Familiarity with: Common forms of social media (Facebook, Instagram); webinar/webcasting/web conferencing software. Skill/Ability to: instruct individual users and groups in the intricacies of the various search engines the Library utilizes; to relate appropriately to all age groups and educational levels; determine acquisitions, information format, deletions and organization of collection; digital and traditional research, general web databases; public speak; decipher user’s needs based on limited information; read, analyze, and interpret professional publications, legal journals, government regulations, and technical procedures; use judgment to discern local collection needs in balance with national standards; develop appropriate documentation, assess and prioritize multiple tasks, projects and demands to meet scheduled requirements; establish and maintain effective working relations with coworkers and customers to promote and support a productive work environment; work efficiently, independently and in a team environment to meet established goals and objectives; communicate effectively in verbal and written; exercise initiative and independent judgment within established procedural guidelines in performance of daily duties; responding effectively to customers; assessing and prioritizing multiple tasks, projects and demands; reading, interpreting, and communicating instructions; compilation, analysis, and presentation of statistical information; use initiative and independent judgment within established procedural guidelines; complete projects on time and within budget; operate personal computer using standard office operating software and general office equipment; prepare and maintain records, maintain filing systems, compile and organize information; promote program activities; prepare clear, concise and comprehensive written reports; schedule, supervise, and train library volunteers; and establish and maintain cooperative and effective relationships with those contacted during the course of work.
