Description The City of Jurupa Valley seeks motivated team players to perform inspection services for the Public Works Department. The Public Works inspection team specializes in construction, right of way, and environmental compliance inspections. Depending on operational needs, the selected candidate may be assigned to either construction and right of way, environmental compliance, or a combination of both depending on experience. Work may involve inspecting public infrastructure such as stormwater regulations, streets, sewers, and utilities, and ensuring construction projects meet applicable codes and standards. The

Definition Construction and Right of Way

Performs a variety of public works inspections for construction projects.

Examines and physically reviews construction and structures to ensure compliance with safety regulations and construction codes, and other related ordinances.

Reviews plans in the field.

Prepares and recommends change orders and cost estimates.

Environmental Programs

Inspects commercial and industrial properties for compliance with the National Pollutant Discharge Elimination System (NPDES) laws, regulations, ordinances, and the Municipal Separate Storm Sewer System (MS4) permit requirements.

Inspects post construction Best Management Practices (BMP) for proper maintenance.

Flex Staffing Positions in the Public Works Inspector Series are flexibly staffed, and positions are normally filled by advancement within the series, upon fully performing the duties and responsibilities, demonstrating the knowledge, skills, and abilities, and meeting the requirements for the higher class, as determined by management.

Supervision Received and Exercised Receives direct supervision (Public Works Inspector I) or general supervision (Public Works Inspector II) from the Deputy Director of Public Works/Assistant City Engineer. Receives lead direction from the Senior Public Works Inspector.

Essential Function Statements

Schedules and inspects public works and public utilities construction and maintenance projects to ensure compliance with safety regulations and construction codes.

Schedules and performs a variety of complex and specialized inspections of construction sites, commercial, and industrial properties for compliance with the National Pollutant Discharge Elimination System (NPDES) laws, regulations, and ordinances, and the Municipal Separate Storm Sewer System (MS4) Permit requirements.

Inspects post construction best management practices for conformity with approved plans; inspects to ensure annual maintenance is completed; confers with engineering staff and outside design professionals to resolve functional issues.

Inspects concrete street improvements, including sidewalks, drive approaches, wheelchair ramps, block walls, and other elements; inspects asphalt concrete street paving and slurry seal coating; ensures correct street sections checking grades and elevations.

Inspects storm water drainage systems and year‑round protections, including compliance with NPDES standards.

Observes earthwork grading, slope construction, earthen berms and surface drainage, reviews soils compaction reports and grading certificates.

Inspects all aspects of traffic control set‑ups and maintenance for conformance with codes, specifications and safety practices.

Maintains necessary records of daily operations, including daily project reports, time reports and vehicle reports.

Responds to citizen complaints and requests for information, including the general public, developers, contractors and utility representatives.

Interprets construction plans and specifications; prepares and makes recommendations on change orders; confers with City engineering staff on design problems encountered in the field; prepares cost estimates.

Performs final inspection of construction projects for field acceptance; prepares list of required corrections prior to field acceptance or final bond exoneration; issues certificates of occupancy.

Inspects: underground dry utility systems, potable and non‑potable water systems and sanitary sewer systems, including installation, testing, maintenance, and repair.

Reviews as‑built drawings for public works facilities and utility projects.

During natural disasters, investigates complaints regarding the failure of public works and public utilities systems and facilities, such as broken water and sewer mains and services, gas leaks, roadway and decking problems, and other hazards.

Coordinates inspection activities with other City departments and divisions; confers with architects, contractors, builders and the general public in the field and office; explains and interprets requirements and restrictions.

Reviews new materials and methods used in construction; attends training courses to learn of new construction regulations and best practices.

Participates in weekly staff trainings.

Generates reports to collect and analyze inspection data; ensures that all inspections have been appropriately recorded in the workflow.

Transports assigned vehicle for scheduled service and maintenance.

Performs related duties and responsibilities as required.

Typical Qualifications Qualifications Knowledge of:

National Pollutant Discharge Elimination System (NPDES) laws, regulations, and ordinances and the Municipal Separate Storm Sewer System (MS4) Permit requirements pertaining to local governmental operations.

Advanced principles, best management practices, techniques and procedures for industrial wastewater/ stormwater inspections.

Operations, services and activities of a municipal public works inspection program.

Laws, ordinances, and codes regulating public works construction.

Methods and techniques of construction inspection.

Principles and procedures of record keeping.

Principles and practices of technical report preparation.

Modern office procedures, methods and equipment including computers and supporting word processing and spreadsheet applications.

Occupational hazards and standard safety practices.

Recent and ongoing developments, current literature, and sources of information related to construction inspection.

City and mandated safety rules, regulations, and protocols.

Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff.

Ability to:

Perform entry/journey level public works inspection activities in a variety of structures including residential and commercial projects, including National Pollutant Discharge Elimination System (NPDES) laws, regulations, ordinances, and the Municipal Separate Storm Sewer System (MS4) Permit requirements.

Read and interpret routine to complex and difficult blueprint plans and specifications, as well as applicable codes, ordinances, Federal, State, and local laws, rules, regulations, policies, and procedures.

Apply technical knowledge and follow proper inspection techniques to examine workmanship and materials, and detect deviations from plans, regulations, and standard construction practices.

Keep up with constantly changing laws, codes, ordinances, and regulations.

Learn more complex principles, practices, techniques, and regulations pertaining to assigned duties.

Experience and Training Guidelines Any combination of experience and training that would likely provide the required knowledge and abilities to perform the essential functions is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience – Public Works Inspector I A minimum of one (1) year of increasingly responsible experience in public works construction inspection or environmental inspection with an emphasis in performing storm water compliance inspections.

Experience – Public Works Inspector II A minimum of two (2) years of journey level experience in public works construction inspections or environmental inspections with an emphasis in performing storm water compliance inspections.

Training – Both Levels High School graduation or satisfactory equivalent, supplemented by college level courses or trade school in civil engineering/public works construction.

Licenses and Certifications Public Works Inspector I

Possession of a State of California driver’s license and proof of insurance.

Possession of a California Water Environment Association (CWEA) Environmental Compliance Inspector Grade I certification, or certification as a Qualified Stormwater Practitioner or Qualified Stormwater Practitioner, is highly desirable.

Public Works Inspector II

Possession of a State of California driver’s license and proof of insurance.

Possession of a California Water Environment Association (CWEA) Environmental Compliance Inspector Grade I certification, or certification as a Qualified Stormwater Practitioner is highly desirable.

Possession of an ACI Certificate as a Concrete Field-Testing Technician – Grade I, or similar Public Works construction coursework or classes is highly desirable.

Special Requirements Incumbents in this class are subject to emergency callback and extended shifts.

Working Conditions The work environment characteristics and physical/mental demands described here are representative of those that must be met by employees to successfully perform the essential functions of this class. Environmental Conditions Employees primarily work in the field and may be exposed to hot and cold temperatures, inclement weather conditions, loud noise levels, vibration, confining workspace, chemicals, mechanical and/or electrical hazards, and hazardous physical substances and fumes. The nature of the work also requires the incumbent to climb ladders, work in heavy vehicle traffic conditions, and often work with constant interruptions. Employees frequently deal with irate members of the public in interpreting and enforcing departmental policies and procedures and City codes.

Physical Demands Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and to visit various locations in the field; vision to read printed materials and a computer screen and when making inspections; and hearing and speech to communicate in person, before groups, and over the telephone. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification regularly sit, stand, walk on level and slippery surfaces, reach, twist, turn, kneel, bend stoop, squat, crouch, grasp, crawl, and make repetitive hand movement in the performance of daily activities. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing 20 pounds or more.

Mental Demands While performing the duties of this class, the incumbent is regularly required to use written and oral communication skills; read and interpret complex data, information and documents; analyze and solve complex problems; use math/mathematical reasoning; perform highly detailed work under changing, intensive deadlines, on multiple concurrent tasks; work with constant interruptions, and interact with City management, staff, developers, contractors, homeowners, members of the public, representatives of private agencies and others encountered in the course of work.
