Job Description The Technical Project Manager (TPM) leads the planning, execution, and delivery of secure cloud modernization and operations projects across Microsoft GCC-High and Azure Government environments. The TPM is responsible for managing sprints, backlog priorities, work assignments, schedules, and dependencies for a cross‑functional team of architects, engineers, analysts, and compliance specialists operating in a CMMC Level 2 enclave. This role serves as the central coordination point for Agile delivery and governance, ensuring that project milestones are achieved, risks are tracked, and all deliverables meet compliance, quality, and security expectations. The TPM collaborates closely with the Lead Technical Enterprise Architect, Business Analyst / Technical Writer, and the client to ensure alignment of priorities, transparency of progress, and timely escalation of issues. The ideal candidate has strong experience in SAFe Agile or Agile frameworks, is proficient with ServiceNow for ITSM and project tracking, and understands secure cloud delivery within the U.S. Federal or Defense Industrial Base (DIB) space.

Job Responsibilities As a Technical Project Manager (TPM), you will be responsible for the following:

Project Planning & Governance

Develop and maintain detailed project plans, schedules, and deliverable trackers aligned to client and internal milestones.

Define sprint objectives, resource assignments, and dependencies across technical workstreams.

Coordinate sprint and release planning sessions with the architecture and engineering teams.

Maintain project roadmaps and communicate schedule changes, risks, and dependencies.

Ensure compliance with project governance requirements, including change control and documentation reviews.

Agile Delivery Management

Serve as the Scrum Master or Agile facilitator for sprint ceremonies (daily stand‑ups, sprint reviews, retrospectives).

Maintain the product backlog in coordination with the Business Analyst and technical leads.

Track sprint progress, velocity, and burndown metrics to ensure predictable delivery.

Document sprint goals, release notes, and retrospective outcomes.

Support iterative delivery of architectural and compliance deliverables within the CMMC 2 framework.

Work Assignment & Resource Coordination

Assign and prioritize work across engineers, analysts, and architects based on skillsets and project priorities.

Maintain visibility into workload balance and resource capacity across concurrent initiatives.

Facilitate coordination between cross‑functional teams, ensuring timely completion of interdependent tasks.

Track and report status updates to leadership and the client, providing early warning on blockers or risks.

ServiceNow Project & Workflow Management

Utilize ServiceNow for task tracking, change requests, and project documentation.

Oversee use of ServiceNow modules for project, change, and knowledge management.

Generate project reports and dashboards using ServiceNow data to support leadership and client reporting.

Integrate ServiceNow workflows with Agile processes to maintain a unified operational view.

Risk, Quality, & Compliance Management

Identify, log, and manage project risks, issues, and dependencies with mitigation strategies.

Ensure project deliverables adhere to internal quality standards and CMMC Level 2 documentation requirements.

Support audits, milestone reviews, and client progress briefings.

Facilitate document control for project artifacts, SOPs, and compliance evidence in collaboration with the Business Analyst.

Stakeholder Communication & Reporting

Serve as the primary point of contact for project status, sprint outcomes, and issue escalation.

Communicate effectively across technical and non‑technical stakeholders, translating progress into business‑focused updates.

Prepare weekly and monthly project status reports, dashboards, and client presentations.

Foster collaboration and accountability through transparent communication and measurable results.

Required Qualifications

US Citizenship is required.

Eligible for DoD Secret clearance or higher.

Bachelor's degree in computer science, Information Systems, or related field.

7+ years of experience managing IT or cloud infrastructure projects.

3+ years of experience managing Azure Government or Microsoft 365 GCC-High projects (or similar cloud environment).

Proven experience managing projects in Agile or SAFe Agile environments.

Hands‑on experience with ServiceNow for task, change, and project management.

Experience leading cross‑functional technical teams (architecture, engineering, compliance, and operations).

Experience in project financial tracking and cost management.

Prior experience supporting Federal, DoD, or Defense Industrial Base (DIB) clients.

Familiarity with CMMC Level 2, NIST SP 800‑171, and FedRAMP High compliance requirements.

Proven success leading projects that integrate Agile delivery with ITSM governance tools like ServiceNow.

Experience managing hybrid or multi‑cloud initiatives.

Technical Knowledge

Understanding of Agile methodologies (Scrum, Kanban, or SAFe).

Familiarity with Azure DevOps, Jira, or similar Agile planning tools.

Working knowledge of Microsoft 365, Azure, and ITSM principles.

Certifications (Preferred)

PMP or PgMP certification.

ITIL v4 Foundation.

Certified SAFe Agilist (SA) or equivalent Agile certification (e.g., PMI‑ACP, CSM, or PSM).
