JSG is seeking a Sr. Subcontract Administrator for a remote, 6+ month contract. This role involves drafting, negotiating, and managing long-term, risk-aware subcontracts for design/build construction and general construction management on federally funded programs. Responsibilities
Draft, negotiate, and manage subcontracts for design/build construction and general construction management on federally funded programs; manage subcontractor performance and adherence to subcontract requirements under Davis-Bacon, bonding, liquidated damages, and other performance requirements during program execution. Contractually and legally manage subcontractor performance concerns/deficiencies and risks throughout program performance. Draft, negotiate, and award subcontract agreements of various contract types on federally funded programs (e.g., FFP, FFP LOE, CPFF, LOE, T&M, IDIQ). Maintain CPSR-compliant subcontract agreements and apply Federal Acquisition Regulations (FAR) knowledge. Prepare recommended source lists of qualified subcontractors based on past performance and client requirements. Collaborate with the Business Development team on subcontractor teaming strategies and lead negotiations related to teaming agreements, mitigating contractual risks. Prepare formal subcontractor solicitation packages, include flowdown requirements, and verify completeness of proposal responses; coordinate pre-award reviews with pricing, program management, and other stakeholders. Evaluate subcontractors’ ability to meet requirements; negotiate pricing and terms; prepare award documentation in accordance with CPSR, company policies, and delegated procurement authority. Interface with subcontracts management and compliance to address auditable findings related to pre-award and post-award subcontract execution. Manage administration of subcontracts through program execution, including soliciting and awarding amendments and ensuring appropriate terms for changes. Develop subcontract negotiation strategies with Program Management, Finance, and Contracts to minimize risk while balancing subcontractor success and CPSR compliance. Establish and maintain accurate tracking records for each subcontract award; create and present reports as needed for internal audits and deadlines. Execute subcontract closeout actions timely and document files according to company procedures. Provide guidance and training to internal stakeholders on subcontract award requirements; mentor lower-level Subcontract Administrators as appropriate. Coordinate hand-offs between subcontract personnel, program management, subcontractors, and other procurement personnel as needed. Establish and maintain collaborative working relationships with peers, subcontractors, and internal stakeholders. Counsel management, lead in developing and communicating new concepts, and coordinate multiple work phases in evolving environments. Demonstrate outstanding written and verbal communication skills to interact at all levels of a matrix organization; deliver strong customer service. Coach, train, and mentor other team members; exhibit strong organizational and time management skills to multi-task in a fast-paced environment. Possess a Bachelor's Degree in Business Administration or Economics (or related field) with typically 10+ years of diversified procurement experience on large global engineering and construction projects.
