Overview
This is a responsible, professional position with the Florida Department of Health, Division of Children’s Medical Services, Bureau of Early Steps and Newborn Screening. This position plays a vital role in the development and implementation of a comprehensive statewide system of early intervention services for young children and their families. Under the supervision of the Senior Management Analyst II - SES, the incumbent will utilize their expertise and professional judgment to coordinate activities related to planning and implementing the Early Steps program. This role requires a deep understanding of the Individuals with Disabilities Education Act (IDEA), Part C, and Part III of Chapter 391, Florida Statutes, as well as the ability to design, develop, implement, and evaluate training programs that meet the requirements of IDEA, Part C for Early Steps.
Your Specific Responsibilities
Coordinate and facilitate ongoing opportunities for professional development at both the Early Steps State Office and Local Early Steps offices. This may include, but not be limited to, coordinating and facilitating monthly community of practice or topical calls; planning and coordinating regional or statewide conferences or learning opportunities. All activities will be coordinated with Early Steps managers and may include collaboration with key in-state partners and federal technical assistance providers.
Develop, evaluate and review statewide professional development training for local and state Early Steps staff and service providers. Deliver training to various audiences in various formats.
Provide program consultation, technical assistance, and oversight of activities for assigned topical areas related to the implementation of the Early Steps program.
Serve as lead staff in the development, revision, and ongoing maintenance of assigned Early Steps policies and guidance documents, including related forms.
Participates as liaison with agencies, workgroups, and committees on the local, state, and national levels to coordinate services and supports for Early Steps infants, toddlers and their families. Facilitate and present on various topics at conferences and meetings.
Service as a liaison between service coordinators and providers at the local level and the state office.
Performs other work-related duties as assigned.
Travel is required.
Preferred Qualifications
Bachelor’s degree or higher in social work, psychology, early childhood education, child development, special education, health education, or equivalent experience. Four years of direct experience for a bachelor's degree.
At least two years of hands-on professional experience working with young children and families in case management, education, or counseling role, or with individuals with special needs and/or delays of any age in case management or service provision. Time spent in an internship or practicum can be applied to the hands-on experience requirement.
Early Intervention, Pre-K or Head Start experience.
Experience with evaluation and assessment of young children, especially infants and toddlers.
Understanding of typical and atypical infant and toddler development in social-emotional, cognitive, adaptive, motor, self-help and communication domains.
Experience in assisting families in transitioning young children from Part C (or other program) to other early education and care programs.
Enrollment, or eligible for enrollment, in the Florida Medicaid system as a service coordinator or early intervention provider.
Required Knowledge, Skills, and Abilities
Knowledge of early intervention programs and service delivery systems for infants and toddlers and the continuum of care for children with special health/developmental needs.
Ability to communicate effectively verbally and in writing, prepare written material and conduct oral presentations.
Ability to review and analyze legislation and plan legislative implementation.
Ability to facilitate meetings and write documents to exchange information, determine actions and accomplish objectives.
Ability to facilitate community collaboration activities.
Ability to travel.
Knowledge of computer software (Microsoft Word, Excel, Outlook, PowerPoint) and database systems.
Knowledge of the principles of all automated office equipment; Knowledge of confidentiality rules.
Knowledge of different media used for electronic training, i.e., webinars, video conferencing, TRAIN, Articulate 360.
Ability to search the internet for business-related information.
Communicate effectively in both written and oral formats.
Establish and maintain effective working relationships with others and work effectively across agency lines.
Organize work and make independent decisions.
Work independently on difficult tasks and understand and carry out complicated oral and written instructions.
Prioritize workload and manage multiple projects simultaneously and follow through on issues promptly.
