The Compliance Manager is responsible for ensuring all rental properties and files are compliant with the guidelines of Sand Companies, Inc., limited partners, Minnesota Housing Finance Agency, Section 42 of the IRS guidelines, and any other applicable government agencies. The Compliance Manager will oversee and review a portfolio of various program and funding sources relating to Tax Credits, HOME, Section 8, LTH, ARIF, HOME units, MHOP, Rural Development, and other housing programs. The Compliance Manager provides guidance and training to property management teams and directly supervises a team of Compliance Specialists, offering mentorship, direction, and support to ensure consistent compliance practices across the portfolio. This is a full-time position offering a competitive annual salary of $75,000.00, plus incentives and fully paid medical insurance. ESSENTIAL FUNCTIONS / RESPONSIBILITIES Supervise and support Compliance Specialists, providing guidance, training, and performance evaluations to ensure consistent and accurate compliance practices
Review, track, and approve move-in files prior to occupancy to ensure accuracy and program compliance.
Maintain monitoring, reporting, and record keeping systems to ensure ongoing compliance.
Ensure that recertifications are completed accurately and within required timelines.
Provide timely responses to property management staff regarding compliance questions.
Update and maintain compliance policies, procedures, and forms to ensure efficiency and consistency.
Conduct and coordinate internal file audits and respond to external audits, as needed.
Train and assist property management staff on compliance requirements, procedures, and best practices.
Maintain complete and organized files with proper documentation and supporting materials.
Assist with preparing and submitting annual compliance reporting.
Monitor and communicate updates to income limits, rent limits, utility allowances, and other compliance-related program changes.
Collaborate closely with the Director of Compliance and provide additional support for special projects, as needed.
Skills and Knowledge Strong understanding of Low-Income Housing Tax Credit (LIHTC) regulations and compliance requirements, specific to Minnesota and Iowa.
Working knowledge of compliance reporting responsibilities for various affordable housing programs (LIHTC, HOME, Section 8, etc.).
Excellent written and verbal communication skills.
Ability to train and mentor staff effectively.
Proficient with Microsoft Office and property management software systems (Yardi).
Strong attention to detail and organizational skills.
Ability to manage multiple priorities and meet deadlines.

Education / Experience Requirements
Bachelor’s degree in Business Administration, Management, Public Policy, or a related field. Minimum of three (3) years of experience in affordable housing compliance, including LIHTC and other housing programs. Professional certification in LIHTC or other affordable housing programs (e.g., TCCS, AHM, COS). Other Considerations
