Position Summary:
Under the general direction of the Equal Employment Opportunity Office Chief, a Staff Services Manager I, the incumbent provides technical guidance to managers, supervisors, and employees on the department's policies and directives regarding discrimination and harassment. The incumbent applies applicable rules and regulations to ensure the work environment meets state and federal mandates set forth by the California Civil Rights Department (CRD) and the Equal Employment Opportunity Commission (EEOC). Working closely with the Office Chief, the incumbent ensures a fair EEO Program throughout the district and that equal access and employment opportunities are provided to all internal and external customers. The EEO Analyst demonstrates a positive attitude, a commitment to providing quality service that is accurate and timely while maintaining complete confidentiality.

Associate Governmental Program Analyst
exam. For those who do not have current eligibility (e.g., transfer, permissive reinstatement, or voluntary demotions) and/or who will be new to state civil services employment, you must be on the state examination list to be eligible for these positions. Working Conditions
Location: 100 S. Main St., Los Angeles, CA, Los Angeles County. The incumbent will work in a climate-controlled office with potential exposure to extreme temperatures, dirt, noise, and uneven surfaces when traveling to field offices or attending activities. The position may involve telework at the Department’s discretion, and in-person attendance may be required based on operational needs. Working hours are 8:00 a.m. – 5:00 p.m., Monday–Friday, 5/40 schedule, with possible overtime or travel as needed to support engagement activities. All commute expenses to the headquartered location are the responsibility of the selected candidate.
Additional telework details are based on Caltrans policy. The selected candidate may be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, with reimbursement considerations per CalHR regulations or applicable bargaining unit contract provisions.

Desirable Qualifications
In addition to evaluating each candidate's relative ability, the following factors will provide the basis for competitively evaluating each candidate: Possession of a valid Class C license preferred.
Possession of a Statement of Qualifications (SOQ) is required. The SOQ must be typed, single-spaced, Century Gothic font, 11-point font, and not exceed two single-sided pages. Provide responses with specific examples of education, training, and experience. Applications failing to follow instructions may be rejected.

Statement of Qualifications (SOQ) instructions are provided in the Special Requirements section. Applicants must be prepared to verify Minimum Qualifications and provide unofficial transcripts or degrees as required. Foreign transcripts/degrees must include a U.S. equivalency evaluation.
