Associate Accountant – Hybrid position in Hartford, CT. Location: Hartford, CT. Date Opened: 10/24/2025. Close Date: 11/3/2025. Salary: $90,309 - $116,146/year. Open to the Public. Join the Connecticut State Department of Education (CSDE) in the Special Education Rate Setting Unit. The unit develops and implements special education rate structures for schools, districts, and approved providers. Full Time 40 hours per week Monday through Friday First shift Hybrid position eligible for telework after successful completion of the working test period, and thereafter per the Telework Policy Location: 450 Columbus Blvd, Hartford, CT The Role
Review and verify submitted cost reports from Local Education Agencies (LEA) and providers for completeness, accuracy, and regulatory compliance Analyze expenditure data to develop per-pupil and per-service rates for special education programs Apply approved methodologies to calculate rates for various special education services Maintain accurate records in rate-setting databases and documentation systems Ensure rate-setting activities align with IDEA state education finance rules and audit standards Other related duties About Us

In a state agency, this class is accountable for performing complex accounting tasks across various programs and systems, with potential lead or consultative responsibilities. Examples of Duties
Establish and implement accounting sub-systems for paying/collecting activities, grants, rates, and account classifications Maintain fiscal controls and advise on timing and amounts of expenditures Manage budget preparation and control activities Administer fiscal aspects of grant programs and review funding applications Monitor contract administration and establish unit procedures Coordinate unit workflow and supervise as needed Perform related duties as required Knowledge, Skills and Abilities
Considerable knowledge of professional accounting principles and practices, including governmental accounting and budgeting Interpersonal, oral and written communication skills Ability to analyze and evaluate financial records and devise accounting procedures Supervisory ability Minimum Qualifications
General Experience:
Seven (7) years of accounting or auditing experience. Special Experience:
One (1) year of General Experience must include independent analysis and judgement in applying professional accounting principles and practices ( Accountant/Auditor/Accounts Examiner level). Substitutions
College coursework in accounting or related field may substitute for General Experience (15 semester hours = 1/2 year, up to 4 years for a Bachelor's) A Master’s degree in accounting may substitute for one additional year of General Experience Certification (CPA, CIA) may substitute for one year of General and Special Experience Preferred Qualifications
Experience with governmental accounting, including agency budgets with multiple funding sources Experience with programmatic rate setting and fiscal analysis Experience with federal/state regulatory requirements Experience creating/updating accounting procedure documentation Experience analyzing and manipulating data in Microsoft Excel Affirmative Action / Equal Opportunity
