Serves as an agency Subject Matter Expert or Project/Program Manager providing professional accounting, finance and reporting services, management advice, and assistance to supported customers. Plans, formulates and develops accounting and financial enterprise-wide procedures to enhance the validity, accuracy and integrity of accounting processes and projects. Oversees key agency accounting functions/programs and provides professional accounting expertise in appropriation law, accounting theories, principles, practices, techniques and systems. Monitors and reviews progress when implementing new procedures, policies, or programs to ensure compliance with established accounting requirements. Provides authoritative policy interpretations and key functional recommendations on system and program structures. Plans, manages and supervises the assigned organization consisting of professional and/or administrative GS personnel. Qualifications
This position has a positive education requirement.
To qualify, you must meet one of the basic requirements described below: Completion of all requirements for a bachelor’s degree in accounting from an accredited college or university; or a degree in a related field (business administration, finance, or public administration) that included 24 semester hours in accounting (up to 6 hours in business law). Or, a combination of education and experience: at least 4 years of accounting experience or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours in accounting/auditing (up to 6 hours in business law), OR a CPA or CIA certification. You must provide proof of education or certification at the time of application. In addition, you must possess one year of specialized experience equivalent to GS-13 in the Federal service, demonstrating the ability to perform the duties of the position. Specialized experience may include providing financial and accounting advice to senior leadership; developing policies for financial systems, reporting, and internal controls; analyzing consolidated financial statements to identify discrepancies; or recommending corrective actions to ensure accuracy and compliance. Time-in-Grade:
Current or former federal employees who have held a GS position in the preceding 52 weeks must meet the time-in-grade requirement (GS-13 or higher). You may qualify for consideration if you meet time-in-grade, specialized experience, education, 90 days after competitive appointment, and other requirements within 30 calendar days after the closing date, unless otherwise indicated.
