The Engineering and Planning Manager will manage the implementation of Delta Utilities’ Distribution and Transmission Integrity Management Programs (DIMP, TIMP) and ensure the reliability of the gas systems. Responsibilities include risk assessment, system inspections, repair and mitigation plans, capital and O&M project identification to meet program goals, and maintenance of standards and procedures for Gas Operations. The role also ensures compliance with DOT regulations documented in CFR 192, provides technical expertise on industry interpretations, and offers leadership and training opportunities to staff.

Accountabilities & Essential Functions
Manage system planning, standards, transmission and distribution integrity personnel, including setting goals and ensuring expectations are met.
Ensure standards and procedures are safe, reliable, functional, economically viable, and comply with DOT CFR 192, PHMSA regulations, and other applicable statutes.
Oversee performance of risk analysis and root cause analysis.
Evaluate system risk with modeling software and implement preventive countermeasures.
Continuously improve the Distribution and Transmission Integrity Management Program plans, procedures, and processes.
Monitor and approve reports, including expense accounts, invoices, time entry, department budget review, and variance reporting.
Assist in capital and expense budget preparation and manage budgets for the organization, reporting to this position.
Interface with customers, contractors, government representatives, employees and other management; make decisions within approval limits.
Coordinate cross‑departmental communication with Operations, Rates, Regulatory, Finance and others.
Coordinate with Engineering and Operations to apply value analysis for maintenance/capital decisions.
Lead a “one company” approach to system planning, standards, procedures, integrity management, and reliability to achieve company goals.
Ensure correct preventative and predictive maintenance activities and inspections are performed when due.
Supervise and develop employees; set departmental and individual goals aligned with company goals; review performance and coach.
Oversee training of new and current employees; provide development and leadership opportunities appropriate for the position level.
Lead engineering support during emergency situations; monitor support to Region Operations regarding engineering issues during construction and maintenance.
Minimum Requirements
Minimum Education Required:
Bachelor of Science degree in Engineering from an accredited college or university.
Preferred: Professional Engineer License.
Minimum Experience Required:
Minimum 7 years in natural gas engineering, project management, and/or integrity management.
Demonstrated leadership (e.g., supervising employees or contractors; leading project teams; owning scope/schedule/budget; mentoring).
Minimum Knowledge, Skills and Abilities Preferred:
Knowledge of DOT, API, and ASME codes related to pipeline design, construction, and operation.
Knowledge of natural gas pipeline construction and maintenance practices and repair procedures for in‑service pipelines.
Familiarity with federal, state, and local statutes governing utility design and installation.
Ability to lead teams of personnel with various professional backgrounds and effectively communicate technical information.
Working knowledge of Oracle applications, PowerPlan, AutoCAD, ArcGIS, hydraulic modeling software, and related systems.
Leadership and management skills: supervise, coach, and develop employees while aligning departmental goals with company objectives.
Decision‑making and problem‑solving: provide engineering approvals and make company decisions within defined limits.
Strong communication skills, both verbal and written.
Organizational and planning skills: manage workflows, prepare reports, and oversee program documentation.
Technical proficiency with computer systems designed to support system planning and integrity management.
Ability to provide engineering leadership in routine operations and emergency response situations.
Capacity to ensure compliance with regulatory and safety requirements.
Ability to train and mentor employees, ensuring proper onboarding.
Ability to support the Emergency Operating Plan and work in varied conditions, including occasional overnight travel.
Physical Requirements
Able to operate a motor vehicle, including the ability to enter and exit vehicle unassisted.
Able to perform on‑site inspections.
Able to operate a personal computer, either desktop or laptop.
Able to sit for extended periods of time.
Able to operate a copy machine, fax machine, calculator, telephone and other miscellaneous office equipment.
Able to exert up to 50 pounds of force occasionally, or a minimal amount of force frequently to lift, carry, push or otherwise move objects.
Working Conditions
Perform other job‑related duties as assigned, within the scope of responsibilities.
Job duties are performed in a normal and clean office environment with normal noise levels.
Work is predominantly done while standing or sitting.
Ability to comprehend, document, calculate, visualize and analyze is required.
Able to work daily in all types of weather conditions.
Able to work regular hours, with occasional overtime.
Able to handle emergency situations, including possible exposure to gaseous atmospheres on occasion.
Able to work rotating shifts, if required.
Able to respond to emergency calls and/or callouts and occasionally return to work while off duty.
Able to wear and operate personal protective equipment, such as respirator, safety glasses, hard‑hat, gloves, protective footwear and earplugs daily.
May be required to remain in the service area during emergency events and assume responsibilities assigned by the company to assist in restoration efforts.
