Warehouse Manager – Naval Surface Warfare Center – Panama City Division Location: 110 Vernon Ave, Panama City, FL 32407-7001

The role requires a Warehouse Manager to perform Property Accountability Services (PAS) support for the Naval Surface Warfare Center Panama City Division (NSWC PCD). Responsibilities include developing processes, managing day‑to‑day warehouse operations, and ensuring accountability in Navy Enterprise Resource Planning (NERP).

Duties / Responsibilities

Develop, implement and control the contractual, financial and technical aspects of the warehouse and materiel management in a Navy ERP environment.

Manage personnel supporting the Accountable Property Systems of Record (APSR) to maintain 100% visibility and traceability of on‑hand stocks, issues, receipts and Navy equipment life‑cycle logistics.

Utilize government and commercial off‑the‑shelf (COTS) systems, automated life‑cycle logistics, Navy ERP, Defense Property Accountability System (DPAS), maintenance, warehousing and transportation management systems.

Submit timely and accurate Navy ERP information in accordance with established policies, processes, procedures, business rules and regulations.

Oversee execution of government processes for hazardous, classified/NATO‑sensitive, electrified‑sensitive, serial number/item unique identification (IUID), RFID, or shelf‑life‑identified materiel.

Manage the reception and acceptance of material at Navy storage facilities, inspecting shipping packaging and materiel for damage or leakage, and verifying receipt to the correct part number and condition on the Navy ERP Purchase Order.

Prepare materiel for shipment, including DD Form 1149 and local materiel movement scheduling.

Ensure appropriate materiel movement, including supplies, equipment, work‑in‑process, and related logistics support.

Provide materiel receipt and inspection support: handling and movement of materiel from transportation vehicle to permanent storage; inspecting and tallying incoming materiel; controlling and processing receipt documents; and overseeing physical handling in central receiving areas.

Conduct Monthly In‑Process Reviews (IPR) with the client, discussing progress and documenting results in status reports.

Qualifications / Required Experience

Bachelor’s Degree in Supply Chain Management, Logistics Management, Business Administration, or an active PMP Certificate from PMI/Accredited University.

4+ years of experience managing warehousing operations in the Department of the Navy or Department of War.

Experience with Department of the Navy warehousing/supply systems.

Ability to manage and motivate warehouse teams, maintaining high productivity and safety standards.

Knowledge of risk‑management policies and assessment methodologies for warehouse operations.

Experience supporting or interacting with Federal Government contractors preferred.

Experience managing cost, schedule, and performance metrics to optimize warehouse efficiency and meet program objectives.

Excellent communication skills and ability to maintain good working relations with diverse groups.

Proficiency with Microsoft Excel, MS Teams, and other MS Office applications.

Valid driver’s license.

Certified forklift operator.

Must be a U.S. Citizen and hold an active Secret Clearance.

Provide at least 2 professional references.
