Gov2Biz is seeking a highly skilled
Solution & Systems Architect
to lead the technical design of our next-generation Licensing, Enforcement, and Tax Collection platform built on the Microsoft .NET ecosystem and (AWS/Azure). This role combines hands‑on solution architecture with system integration and infrastructure design, ensuring that all modules — Licensing, Enforcement, Compliance, Accounting, and Payments — operate as a cohesive, secure, and scalable enterprise system.
This role will define how .NET applications, APIs, and services interact, integrate with external government systems, and run in cloud and hybrid environments. It will act as the technical bridge between business vision and operational delivery, ensuring that the .NET‑based systems for licensing, enforcement, and tax collection are modular, secure, scalable, and future‑proofed for AI‑driven workflows and cross‑agency integrations.
Key Responsibilities
Design end‑to‑end architecture for modular .NET applications (e.g., Licensing, Enforcement, Tax Collection).
Define patterns for ASP.NET Core APIs, MVC/PWA front‑ends, and Entity Framework data layers.
Create service boundaries, data flow diagrams, and application layer designs.
Establish best practices for performance, caching, exception handling, and dependency injection.
Mentor developers on design principles, coding standards, and maintainable architecture patterns.
Systems Architecture & Integration
Architect system‑to‑system communication patterns (REST, gRPC, message queues, event‑driven designs).
Define enterprise integration strategy—including connectors for payments, tax services, enforcement data, and third‑party verification systems.
Design secure, scalable API gateways and microservice communication layers.
Collaborate with Cloud and DevOps engineers to define infrastructure topologies, deployment pipelines, and CI/CD standards.
Evaluate and optimize system performance, scalability, and high availability across Azure, on‑prem, and hybrid environments.
Data, Security, and Compliance
Establish consistent data models, shared services, and integration standards across modules.
Ensure compliance with security frameworks (NIST, StateRAMP, FedRAMP, CJIS where applicable).
Work with database architects to design OLTP and reporting database structures.
Define authentication and authorization strategies using Azure AD / OAuth2 / OpenID Connect.
Governance & Collaboration
Collaborate with Product Owners and Business Analysts to translate business needs into scalable system designs.
Participate in architecture review boards and maintain architecture documentation (C4 models, ADRs, ERDs).
Evaluate and recommend emerging .NET and Azure technologies to enhance platform capabilities.
Ensure traceability between business requirements, technical design, and implemented features.
Qualifications
10+ years in software development and architecture, primarily in the
.NET ecosystem .
Proven experience designing enterprise‑scale systems with
ASP.NET Core, C#, EF Core, SQL Server, Azure Services (Functions, App Service, Service Bus) .
Deep understanding of
microservices architecture ,
API‑driven design , and
event‑based integration patterns .
Strong background in
systems integration ,
data architecture , and
DevOps pipelines
(Azure DevOps, GitHub Actions).
Experience in government, licensing, regulatory, or tax administration systems is a plus.
Excellent communication skills, capable of interfacing with executive stakeholders and technical teams.
Preferred Skills
Knowledge of
Domain‑Driven Design (DDD) ,
Clean Architecture , or
Hexagonal Architecture .
Familiarity with containerization (Docker/Kubernetes) and infrastructure as code (Bicep/Terraform).
Experience with distributed caching (Redis) and message brokers (Azure Service Bus, RabbitMQ).
Understanding of data security and audit logging requirements for government‑grade systems.
Ability to conduct architecture assessments and document trade‑offs via Architecture Decision Records (ADRs).
