Position Overview BME Strategies, a fast‑growing, mission‑driven consulting firm focused on advancing health equity and public health systems, is seeking a Senior Business Development Manager to help expand our reach beyond Massachusetts and deepen our partnerships with state and local public agencies. This role combines relationship building, proposal strategy, and business development leadership within a mission‑driven team focused on health equity and public sector innovation.
Key Responsibilities Strategy and Market Development
Identify and qualify opportunities that align with BME’s strategic priorities and capabilities.
Conduct market research and partner outreach to expand BME’s visibility and pipeline.
Work with the Leadership Team to forecast, track, and evaluate business development performance.
Proposal Development and Leadership
Lead proposal strategy, writing, and coordination for state, federal, and foundation solicitations.
Partner with technical staff to shape solution design, budgets, and win themes.
Manage proposal schedules, ensure compliance, and deliver high‑quality, competitive submissions.
Relationship and Partner Engagement
Build and maintain relationships with prospective clients, teaming partners, and funders.
Support capture planning, client engagement, and early‑stage discussions that lead to new opportunities.
Represent BME at conferences, networking events, and professional forums to expand visibility and partnerships.
Systems and Infrastructure
Strengthen BME’s internal BD systems, including CRM management, pipeline reporting, and proposal library development.
Recommend process improvements and tools that enhance coordination, efficiency, and knowledge management.
Requirements
7+ years of experience in business development and/or proposal management, preferably in public health, consulting, or state/local government contracting.
Demonstrated success managing proposals to state, municipal, or public health agencies.
Exceptional organizational, communication, and writing/editing skills.
Experience leading cross‑functional teams under tight deadlines.
Entrepreneurial mindset – able to balance structure with adaptability in a fast‑paced, growing firm.
Bachelor’s degree required (any field); Master’s preferred but not required.
Working Conditions
Remote work, with occasional travel to client sites, conferences, or meetings as required.
Ability to work independently and as part of a team in a fast‑paced consulting environment.

Expected salary range: $95,000‑$125,000 annually, with annual bonus opportunity depending on performance.
