Milwaukee County is seeking a Command Duty Officer for EMS Communications in the Office of Emergency Management. This hourly position is open until November 12, 2025 or until the first 50 applications are received.
Hourly Rate: $21.08 – $31.60
Job Summary The Command Duty Officer (CDO) serves as the EMS Communicator, responsible for receiving and notifying hospitals of incoming patients, managing mass casualty incidents, operating emergency alert systems, and maintaining countywide situational awareness. The CDO coordinates communications between EMS field providers, hospitals, and county dispatch centers, and serves as the HERC Hotline Representative.
Responsibilities
Relay patient information between EMS field providers and receiving hospitals, including county‑wide triage capabilities and transmission of ECGs.
Triage all trauma patients per the Trauma Activation Protocol and alert hospital teams.
Coordinate communications systems between paramedic providers and MCW Physicians for online medical control.
Handle dispatcher‑assisted CPR calls, enter case information into the database, and participate in mock call training.
Maintain countywide situational awareness by monitoring the CAD fusion platform, data dashboard, and FirstWatch; disseminate emergency alerts via EverBridge.
Serve as the HERC Hotline Representative, answering 24/7 calls and notifying HERC staff of emergencies.
During mass casualty or disaster events, notify Medical Director, OEM Leadership, and emergency departments using WITRAC; provide status updates, manage ED bed polls, and support on‑scene triage.
Establish and maintain relationships with county dispatch centers (MCSO LEAD, MCTS, Highway, Airport, FMD CityWorks) and track activities to assess county readiness.
Monitor adjacent public safety units and radio systems, including the WI Interoperable System, statewide public safety radio, OpenSky, and the NOAA national weather safety radio; participate in roll calls and ad‑hoc calls.
Activate the county tornado sirens via the NexGen system in response to NWS alerts and perform monthly system tests.
Perform other duties as assigned.
Minimum Qualifications
Current Wisconsin resident at the time of application.
High school diploma or GED equivalent.
Valid driver’s license.
Ability to pass a criminal background check, including fingerprinting.
At least six (6) months of experience working in a medical environment with medical terminology.
Capacity to lift and carry up to 30 lbs.
Proficiency with Microsoft Word, Excel, CAD systems, radio systems, and personal computers.
Preferred Experience
One (1) year of experience as an Emergency Medical Technician (EMT) basic ambulance attendant with radio communication experience.
Additional Requirements This is an hourly position with a maximum of 32 hours per week.
All appointees must complete the Transaction Information Management Enforcement (TIME) system training and Criminal Justice Information Services (CJIS) compliance within six (6) months of hire.
Knowledge, Skills and Abilities Knowledge of radio communications procedure; emergency medical terminology; standard EMS forms and reports. Skills in receiving/transmitting calls accurately, oral and written communication, operating a radio network, retrieving data from a PC, managing emergency calls quickly, working under pressure, performing mathematical computation, and collaborating with physicians, nurses, and allied health personnel.
