JOB SUMMARY
The Heavy Equipment Operator performs intermediate skilled trades work on a variety of construction, maintenance, and repair projects. Reporting to the Crew Chief, the Heavy Equipment Operator works under moderate supervision sufficient to monitor progress and assess achievement of key performance indicators.
ESSENTIAL JOB FUNCTIONS: These are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
High School diploma or GED and moderate water and sewer utility maintenance, repair and construction, asphalt repairs, and/or storm drain experience.
SPECIAL REQUIREMENTS
Possession of or ability to acquire a Class A commercial driver's license valid in the State of North Carolina within six months of employment. Commercial Driver's License must be obtained and maintained the entire duration of employment. Demonstrated safe driving history. Possession of or ability to obtain Class C Water Distribution, Wastewater Collections I certifications, Flagger, ITRE and Pesticide certification as needed within one year of employment as applicable for each Division.
This position is regulated by the Department of Transportation (DOT). This position is subject to random substance abuse testing at any time for the duration of employment and while occupying a DOT regulated position.

- Performing a variety of tasks in the construction, maintenance, and repair of public facilities such as streets, water, and sewer lines, drain ways and sidewalks
- Operates equipment including excavators, loaders, backhoes, skid-steer loader, roller, asphalt grinder, hydraulic winches, hoists, and similar equipment.
- Loads and hauls materials to and from job sites; installs pipe in ditch line; installs and repairs catch basins; cleans catch basins, manholes and sewer lines; operates bore hog, tapping machines, chain saws, and soil tamps.
- Installs and repairs water and sewer lines and related facilities.
- Prepares utility cuts for repairs; spreads asphalt to repair potholes.
- Cleans rights-of-way on public streets and property; cuts limbs; mows grass, sprays weeds, trims shrubs and bushes.
- Installs and maintains erosion control.
- Assists with traffic control and flagging; sets up work zones.
- Performs general landscaping and surface restoration at job sites.
- Assists with the maintenance and repair of vehicles and equipment.
- Assists with snow removal and ice control.
- Performs related tasks as required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
- General knowledge of the safe use, operation and preventive maintenance of the equipment to which assigned.
- Skill in the use of equipment to which assigned.
- Ability to understand and follow specific oral instructions.
- Ability to perform manual labor for extended periods, often under unfavorable weather conditions.
- Ability to lift heavy articles.
- Ability to read and write English.
- Ability to establish and maintain effective working relationships with associations.
