Denton State Supported Living Center, Denton, TX Responsibilities
Performs complex supervisory and consultative work in planning, development, implementation, and monitoring of quality assurance systems. Ensures facility conformance to conditions of participation for ICF-IID, settlement agreements with the U.S. Department of Justice, and applicable laws and regulations. Interprets regulations/standards, develops and disseminates policy, and provides advanced consultative services to program staff. Coordinates a comprehensive system for implementing and reporting on quality enhancement efforts; assesses service delivery and HHSC policy compliance. Develops in-service/training modules; analyzes data from multiple sources to identify trends and areas for improvement. Proactively identifies issues, provides solutions, and executes required directives; responds to crisis/emergency situations. Develops, schedules, and prioritizes processes to achieve goals; oversees Plans of Correction (POCs) and other corrective actions. Produces reports as directed and manages staffing within the quality assurance function; supervises staff and ensures training compliance. Oversees QA/QI Council, chairs or participates in committees, and liaises with HHSC Regulatory and other departments; participates in incident management and executive activities. Acts as liaison during HHSC-Regulatory visits; ensures documentation is available and staff contacts are provided as needed. Oversees data analysis, data integrity, and databases used to track monitoring results; coordinates with state data analysts to validate datasets (e.g., IRIS). Oversees plan of correction development and submission; ensures timely completion and evidence collection. Collaborates with Settlement Agreement Coordinator to advance Quality Improvement Plans; conducts quarterly department lead meetings and monitors overall QA/QI activity. Develops and reviews HHSC/SSLC policies; provides guidance and ensures staff training on policy changes and procedures. Performs other duties as assigned, including involvement in disaster response or COOP activities; may require alternate shift patterns. Essential Job Functions (EJFs)
Attends regular or rotating shifts as required; may be on-call as needed. Leads and supervises daily activities of quality assurance and client records staff; directly supervises program auditors, data analysts, records coordinators, QA nurses, and administrative staff. Ensures staff training compliance and conducts performance evaluations; implements strategies to improve retention and staff development. Directs data collection, monitoring, analysis, and reporting; ensures timely information to identify performance issues for corrective action. Oversees QA/QI Council meetings, incident management collaboration, and executive-level communications. Maintains data reporting systems; supports data integrity and cross-department collaboration with state office analysts. Develops plans of correction and ensures evidence is prepared for regulatory review. Ensures QA/QI monitoring aligns with facility plans and regulatory requirements; coordinates reviews with department leads and the director. Provides policy guidance and develops localized procedures to implement state policy; ensures in-service trainings and documentation are maintained. Other duties may include disaster response readiness and COOP participation. Knowledge, Skills And Abilities (KSAs)
Knowledge of ICF/IID Standards, interpretive guidelines, and survey processes. Knowledge of Texas Administrative Code, HHSC policies for State Supported Living Centers, and the DOJ Settlement Agreement. Knowledge and experience in ensuring quality services for individuals with intellectual disabilities. Skills in problem definition, data collection, root cause analysis, and trend identification. Ability to use logic to evaluate solutions; strong computer skills (Word, Excel, PowerPoint, Access, Outlook, SharePoint). Ability to motivate staff, facilitate change, write quality improvement plans, and develop written policies to ensure compliance. Ability to manage department functions, analyze data for trends, and facilitate work groups and meetings. Strong written and verbal communication; ability to present information to varied audiences. Ability to solve complex problems and make decisions affecting facility operations; plan, assign, and supervise others; manage time with independent judgment. Ability to work flexibly, potentially requiring overtime or weekend hours. Registrations, Licensure Requirements Or Certifications
None Initial Screening Criteria
Bachelors degree from an accredited college or university with three (3) years of experience in service delivery systems for persons with intellectual disabilities or in quality assurance; or Seven (7) years of relevant experience with at least two (2) years in a quality assurance role; and Experience with standards, rules, and laws related to ICF/IID or other care settings; experience with ensuring quality services for individuals with intellectual and developmental disabilities is preferred. Additional Information
Experience leading or supervising employees is preferred. Applicants must pass fingerprint background checks, pre-employment drug screen, and registry checks (CANRS, Nurse Aide, Medication Aide, Employee Misconduct and LEIE). Males 18-25 must be registered with Selective Service. All State Supported Living Center Employees are subject to Random Drug Testing.
