Position Vice President of Contracts and Pricing – Senior

Location: California, MD

Work Environment: Remote

Salary: $150,000 – $180,000 annually (estimated)

Responsibilities

Strategic Leadership and Organization Alignment

Provide executive leadership to integrate contracts, pricing, procurement, subcontracts, and project control functions with overall corporate strategy and growth objectives.

Serve as a trusted advisor to senior leadership on federal acquisition trends, regulatory developments, and business risk management.

Drive agile, forward‑thinking approaches to respond to evolving acquisition strategies, agency initiatives, and competitive landscapes.

Contract Management

Oversee the full lifecycle of all government contracts, from proposal and negotiation through execution and closeout.

Lead negotiation of complex prime contracts, subcontracts, and teaming agreements with federal, state, and local entities.

Ensure all contractual deliverables, modifications, and reports are submitted accurately and on time.

Provide strategic oversight and problem‑solving for high‑visibility or sensitive contractual issues.

Pricing Strategy and Execution

Direct the development of cost proposals, pricing strategies, and cost volumes for competitive pursuits.

Provide executive‑level input on bid/no‑bid decisions, contract terms, and risk mitigation strategies.

Oversee the development of robust price‑to‑win and competitive intelligence models to support informed capture decisions.

Procurement and Supply Chain Management

Lead the optimization of procurement processes to ensure timely and compliant acquisition of materials and services.

Ensure adherence to company procurement policy, small business subcontracting goals, and socioeconomic program requirements.

Drive continuous improvement in supplier management, cost control, and procurement efficiency.

Project Control and Financial Oversight

Ensure sound financial stewardship and transparency through disciplined project control practices.

Oversee development and monitoring of integrated program budgets, forecasts, and financial reporting.

Lead recurring project and financial performance reviews in collaboration with program management and finance teams.

Compliance and Risk Mitigation

Ensure organizational compliance with FAR, DFARS, and other applicable statutes and regulations.

Lead internal and external audit activities (DCAA, DCMA, etc.), ensuring full readiness and responsiveness.

Oversee corporate policy development, training, and internal controls related to contract compliance and risk mitigation.

Team Management

Lead and develop a team of contract managers, contract specialists, subcontract specialists, and project controllers.

Promote a culture of ethical conduct, accountability, and continuous improvement.

Stakeholder Collaboration

Partner closely with executive leadership, legal, finance, human resources, security, business development, and program management.

Serve as the primary interface with government contracting officers and other key external stakeholders.

Provide authoritative guidance on contractual interpretation, risk allocation, and compliance matters.

Education & Experience

Bachelor's degree in Business, Finance, or related field.

Minimum of 10 years of progressive contracts and pricing experience within the federal contracting industry, including at least 3 years in a senior leadership role.

Demonstrated experience managing Army and Navy contract portfolios (e.g., AMCOM EXPRESS, Seaport NxG, OASIS, or similar).

Deep knowledge of FAR, DFARS, CAS, and other relevant federal acquisition regulations.

Proven ability to lead teams, advise executives, and influence strategic decision‑making.

Strong negotiation, analytical, and communication skills with executive presence.

Travel On occasion, travel may be required.
