DESCRIPTION The Village of Glen Ellyn is seeking a meticulous full‑time Development Engineer with strong communication, technical, and organizational skills. The Development Engineer is responsible for reviewing residential and commercial plans, blueprints, and specifications for new construction projects and renovations to ensure compliance with all applicable codes.

The successful candidate will have excellent customer service skills and be able to effectively communicate with co‑workers, residents, consultants, and members of the development community. Exceptional communication and problem‑solving skills are essential, as is the ability to prioritize requests and responsibilities with accuracy.

ESSENTIAL FUNCTIONS Private Development & Engineering Review

Review civil site plans (grading, stormwater, erosion control, geometrics, utilities) and supporting reports and documents for private development projects

Review plans and reports for Village capital improvement projects for compliance with stormwater regulations

Coordinate internal and consultant reviews; ensure compliance with Village, County, State, and Federal regulations

Attend development review meetings and assist with pre‑application consultations

Stormwater & Floodplain Management

Serve as the Village’s SFPO Administrator and manage the Village’s participation in the Community Rating System program

Review elevation certificates, determine floodplain compliance, and respond to LOMA/LOMR requests

Provide drainage inspections and technical guidance to residents and property owners

Serve as coordinator for the Village’s FEMA Community Rating System (CRS) program

Assist the Public Works Department with administration and enforcement of the Village’s NPDES MS4 permit

Project Oversight & Inspections

Conduct and coordinate site inspections

Manage project close‑out and public improvement acceptance processes

Oversee Letters of Credit (LOCs) related to development projects

Policy & Code Support

Draft or revise Village codes and standards related to stormwater and infrastructure

Assist with enforcement actions, including preparation for hearings or legal proceedings

Maintain and update the Village’s engineering specifications and fee‑in‑lieu programs

Consultant & Project Management

Manage consultants performing stormwater, civil, or environmental engineering work

Prepare scopes, review proposals, track progress, approve invoices, and monitor budgets

Design and manage small‑scale public infrastructure improvement projects as needed

Resident & Interdepartmental Support

Respond to resident drainage concerns and provide site‑specific recommendations

Coordinate with Community Development staff for plan reviews, public hearings, agreements, and reports

Attend evening meetings (Plan Commission, Village Board) as needed to present technical information

Additional Responsibilities

Maintains up‑to‑date knowledge of relevant codes, standards, and best practices in stormwater management and municipal engineering

Prepares reports, analyses, and recommendations for internal and external use

Supports the Village’s emergency response and continuity efforts as a trained team member

QUALIFICATION REQUIREMENTS

Bachelor’s degree in civil engineering or equivalent

Experience in stormwater and floodplain management including enforcement of SFPO requirements

Illinois Registered Professional Engineer

Possession of a valid driver’s license

Certified Floodplain Manager preferred

Strong knowledge of modern principles and practices of civil engineering, infrastructure design, and stormwater management issues in a local government setting.

Working knowledge of GIS and AutoCAD.

Proficiency in Microsoft Office Suite and electronic plan review (Bluebeam) software.

Knowledge of DuPage County Stormwater and Floodplain Ordinance and Village, State and Federal rules, regulations and codes pertaining to development, construction, and stormwater management

SALARY/BENEFITS This is a full‑time, non‑exempt position with full benefits and participation in the Illinois Municipal Retirement Fund (IMRF), a defined benefit retirement plan. The current salary range for this position is $99,808 to $139,732 (Grade Q). Anticipated starting salary is +/- $120,000. Actual starting salary is negotiable and will be dependent upon qualifications, experience, and professional achievement.
