The Program Manager is a leadership role within the Enterprise Customer Programs (ECP) team at Euna Solutions. This position is responsible for managing and supervising the Project Management function within ECP, including Project Managers, Technical Project Managers, and Associate Project Managers.
The Program Manager ensures all customer implementation and migration projects within the Euna Grants product line are delivered consistently, on time, and to a high standard of quality. This role drives the formalization and standardization of project management practices across the ECP team, ensuring efficiency, repeatability, and accountability as the team continues to grow.
In addition to overseeing delivery, the Program Manager plays an active role in sales development, working with Customer Success, Sales, and Product to scope new opportunities, support expansions with existing clients, and ensure project feasibility before commitments are made.
The ideal candidate is an experienced project management professional with 10+ years in SaaS delivery or enterprise technology implementations, proven success leading teams, and a strong background in process design, reporting, and customer‑facing sales support.
Key Responsibilities Leadership & Team Management
Supervise, mentor, and coach Project Managers, Technical Project Managers, and Associate Project Managers.
Conduct regular performance reviews, provide feedback, and establish growth plans for team members.
Foster a culture of accountability, consistency, and continuous improvement across the ECP delivery team.
Serve as an escalation point for project risks, customer issues, and delivery challenges.
Program Oversight, Governance & Reporting
Provide leadership for all ECP‑managed customer projects within the Euna Grants program.
Ensure consistent execution of implementation and migration projects through formalized standards, processes, and methodologies.
Manage cross‑project reporting internally to ECP leadership, Product, and Customer Success and externally to customer stakeholders and steering committees.
Develop and maintain consolidated dashboards, performance metrics, and executive reporting across all active projects.
Oversee resource management by monitoring capacity, assigning staff across projects, and informing hiring decisions.
Align delivery activities with Euna’s governance, compliance, and risk management standards.
Standardization & Process Improvement
Drive standardization of project management tools, templates, and methods across the ECP team.
Lead the development of formalized processes for customer onboarding, UAT planning, implementation workflows, and reporting.
Partner with ECP leadership to define and implement scalable delivery frameworks that support growth.
Facilitate lessons‑learned reviews and implement best practices across projects.
Sales Development & Scoping
Actively participate in new sales opportunities and expansion projects with existing clients.
Collaborate with Sales, Customer Success, and Product teams to define project scope, requirements, and delivery feasibility.
Lead or contribute to Statements of Work (SOWs), proposals, and documentation to ensure accurate representation of services and deliverables.
Manage pre‑sales project scoping efforts, including timeline estimates, resource planning, and risk identification.
Partner with Sales to provide input during customer presentations, RFP responses, and solutioning discussions.
Customer Engagement & Executive Communication
Partner with senior customer stakeholders to ensure delivery outcomes align with agency goals and program objectives.
Provide executive‑level reporting for customer steering committees and Euna leadership.
Guide customer project managers in establishing shared milestones, delivery responsibilities, and readiness activities.
Serve as a senior point of contact for customer escalations related to project delivery.
Minimum Qualifications
Bachelor’s degree in Business, Public Administration, Information Technology, or related field (Master’s degree preferred).
10+ years of professional experience in project or program management, with at least 5 years supervising or managing delivery teams.
Proven experience in SaaS delivery, enterprise software implementations, or large‑scale public sector projects.
Strong knowledge of project and program management methodologies (PMBOK, PRINCE2, SAFe, or hybrid).
Demonstrated success in cross‑project reporting, resource management, and process standardization.
Experience participating in pre‑sales activities, including scoping, SOW development, and feasibility assessments.
Excellent communication skills, with ability to engage effectively with executive stakeholders in government and public sector organizations.
Proficiency in Microsoft Project, Jira, Confluence, and related collaboration tools.
Ability to manage competing priorities in a fast‑paced, dynamic environment.
Willingness to travel up to 25%.
Preferred Qualifications
Project Management Professional (PMP), Program Management Professional (PgMP), or SAFe/Agile certifications.
Experience with grants management systems or public sector finance projects.
Familiarity with the Euna Grants (AmpliFund) platform.
Background in designing and scaling delivery processes for growing SaaS teams.
