Under the direction of the Section Manager, Small Purchases, the Facilities Buyer/Planner is responsible for procuring non-inventory MRO parts, supplies and services for Pace Divisions.
Essential functions include:
Develops, manages, and submits bids with detailed scopes of work, ensuring full compliance with Federal Transit Administration (FTA) regulations, Pace requirements, and established procurement best practices. Maintains consistent application of these standards across all blanket purchase agreements, blanket releases, and standard purchase orders. Provides comprehensive support to Buyer Planners throughout all stages of the inventoried parts procurement lifecycle, promoting accuracy, efficiency, and adherence to internal procedures. Reviews and administers blanket and term contracts for Small Purchases, including commodities such as brake lining, diesel fuel and fluids, various bus components, and service agreements. Investigates and resolves bid irregularities, contractor defaults, and procurement-related disputes in coordination with relevant stakeholders to ensure timely and compliant outcomes. Manages the procurement of both operating and capital-funded goods and services for multiple Pace facilities. Assists in resolving invoice discrepancies and inventory backorders to ensure continuity of supply and accurate financial reporting. Reconciles purchase card transactions in accordance with organizational policies and accounting standards. Prepares purchase orders and communicates award notifications to vendors following bid evaluations. Reconciles purchase card transactions in accordance with organizational policies and accounting standards. Performs procurement transactions utilizing Oracle ERP systems, ensuring data integrity and process efficiency. Performs additional related duties as assigned to support departmental and organizational objectives.
Qualifications
Education:
Qualified candidate must have an associate degree or equivalent work experience; a bachelor's degree is preferred.
Experience:
A minimum of three years of progressively increasing responsibility experience in purchasing, materials planning, or related field with a good work history, prior government work experience is preferred.
Certifications:
Must have a valid driver's license with a safe driving record.
Proficiencies:
Proficient in computer use, including the Internet and Microsoft Office applications such as Outlook, Word, Teams, and Excel. Familiarity with Oracle or similar enterprise resource planning (ERP) systems is preferred.
Must have excellent written, verbal, and interpersonal communication skills with the ability to interact effectively across all levels of the organization.
Demonstrates a strong commitment to providing high-quality customer service to both internal and external stakeholders, while maintaining a high level of professionalism and discretion in handling sensitive or confidential information.
Physical Requirements:
Must be able to sit and type at a computer for extended periods of time.
Working Conditions:
Work is performed in an office environment with the majority of the workday consisting of computer work.
This position is eligible for a hybrid work schedule after successful completion of a 6-month job introduction period.
Salary:
Full Salary Range: $50,467.04 - $106,031.90
Midpoint: $78,249.60
Anticipated Starting Salary Range: $56,523 to $78,249.60
Pace provides full pay ranges so candidates can consider their growth potential. The final salary will depend on the candidate's qualifications.
This position is subject to revolving door provisions of the Illinois State Officials and Employees Ethics Act.
