Collections Manager

PRIMARY DUTIES, RESPONSIBILITIES & ESSENTIAL JOB FUNCTIONS:

Provide support to the Intelligence, Surveillance, and Reconnaissance Division of the 616th Operations Center in the execution of the 16th Air Force's mission. Engage with analysts, determine intelligence needs, identify and develop possible collection postures and strategies, and convert these intelligence needs into collection requirements across multiple Combatant Commands to satisfy Information Warfare (IW) intelligence requirements for supported commanders and AOCs.

This also includes establishing priorities, coordinating with appropriate collection sources or agencies, monitoring results, and re-tasking, as required. Support solicitation, coordination, research, de-confliction, creation/ registration, prioritization, and validation of multiple intelligence (GEOINT, MASINT, SIGINT, HUMINT) discipline collection requirements to support the IW campaigns of supported commands. The contractor shall monitor and routinely provide updates to requestors on the status of collection requirements (e.g., where the requirements were submitted for tasking, the expected collection schedule, etc.) and adjust requirements to ensure optimal deployment of limited assets. Routinely review existing collection requirements and contact the originator on requirements status, disposition, and expiration.

MINIMUM SKILLS REQUIRED:

5-10 years assigned to/experience with ISR Asset Management or Collections Requirements Management

Basic understanding of USAF, Joint, and National collection assets, capabilities, and limitations

Knowledge Collection Management (CM) databases · Experience drafting CM requirements and pushing into COCOMs for fulfillment

Knowledge of a full range of ISR and CM concepts, principles, and practices and skills in utilizing this knowledge to achieve CM objectives

Ability to translate customer requirements and technology trends into recommendations for Senior Leaders that enable a flexible, cost-effective, and technical framework capable of adapting to evolving battlespace dynamics

Knowledge about planning and operations of USAF ISR collection platforms

Effectively communicate (written and oral) implementation plans and briefings to Senior Leaders

DESIRED SKILLS:

Experience working in an Air Operations Center or Distributed Common Ground System

Knowledge of platform sensor configurations and operational limitations

Working knowledge of Joint and USAF doctrine, specifically CM and ISR employment

Experience in determining and implementing methods of measuring the effectiveness

Experience in the Joint environment

Education Requirements:

High school degree or GED

Security Requirements:

US Citizen

Current TS with SCI eligibility
