Summary

This position reports to the Finance Director and is responsible for assisting with the administrative oversight, visioning, leadership, planning, coordinating and management of the Department. Key responsibilities include managing the annual audit process, financial forecasting, budget development and monitoring, central financial accounting and reporting, and administration of the Village's financial system (New World Systems). This position also manages and directs the day-to-day operations of the accounts payable and payroll functions. Essential Functions

Maintains and directs the Village's accounting functions (including general ledger, accounts receivable, accounts payable, payroll and capitol assets; cash management and internal control requirements and reporting systems pursuant to Governmental Accounting Standards Board (GASB) rules and Generally Accepted Accounting Principles (GAAP) to provide for timely and accurate financial recording and reporting both internally and with outside agencies of the Village's fiscal operations, and payroll transactions, including procedural controls. Prepares Treasurer's report. Processes and files Airport Fuel Sales Tax returns. Managing the debt held within collections. Provides guidance to staff questions, advises and makes recommendations regarding general ledger activity, accounting systems and software. Provides training and support to department staff; assigns tasks, reviews work, provides coaching and assistance for new or complex items. Directs the work of and manages the staff with accounts payable and payroll. Assists in the interviewing process to help select the best candidates. Prepares performance evaluations for direct reports, employee transfers, promotions, disciplinary action, and discharge. Assists in preparing budget documents. Collaborates with the Finance Director, department directors and related staff to review, analyze, and clarify budget document submissions and related budget entries into the financial system. Prepare required budget documents and attend budget hearings. Assists outside auditors and consultants and provide pre-audited financial reports. Provides leadership and management to all assigned staff. Directs staff on difficult projects and interpreting the application of accounting practices, policy and procedure. Researches, analyzes, and evaluates and recommends existing objectives, goals, standards, priorities, policy and procedures. Develops work plans and strategies to meet short- and long-term department needs. Ensures proper implementation of policies and procedures so that the Village conforms to related regulatory requirements. Recommends and assists in development of long-range fiscal programs and financial management including maintaining capital improvements plan. Oversees the maintenance of the Village's financial systems. Prepares financial reports regarding department budgets, operating funds, special grants, capitol assets and related data. Manages the Village's grant reporting requirements. Other duties as assigned. Minimum Required Qualifications

Bachelor's Degree in Accounting, Finance or related field and five (5) years progressively responsible related experience, or any combination of education and experience that provides equivalent knowledge, skills and abilities. Previous supervisory and municipal government experience preferred. Physical and Work Environment
