Title: Application Programmer Location: Remote, Louisiana Duration: 3 years

Job Description:

The Application Programmer will support the design, development, and maintenance of web-based applications for the State's technology initiatives. The role involves developing and enhancing .NET Core applications, participating in Agile development cycles, performing QA on new code, and ensuring reliable performance of existing systems.

Key Responsibilities:

Develop and support web applications using C#, ASP.NET, SQL Server, and HTML. Design, code, compile, test, debug, and document new and existing applications. Provide maintenance and support of existing applications. Conduct quality assurance reviews and testing on new code. Participate in team meetings and design sessions in accordance with Scrum ceremonies. Deliver technical knowledge transfer, training, documentation, mentorship, and guidance to State personnel. Monitor, review, and audit application performance.

Mandatory Qualifications and Skills:

2+ years of hands-on experience with:

C# ASP.NET Core Entity Framework

Desirable (Preferred) Skills & Experience:

2+ years with:

MVC architecture in .NET Core (2.x, 3.x, or .NET 5+) VueJS Bootstrap JavaScript SQL Server (T-SQL) SSIS/SSRS IIS Agile/Scrum Methodologies Distributed Design Systems (SOA/Microservices) DevOps Practices (CI/CD)

Work Schedule:

Work hours should align with State core business hours (7:00 AM - 6:00 PM CT). May require work on holidays, weekends, or after hours to meet critical deadlines.

Deliverables & Compliance:

Weekly status reports. Timesheets and activity tracking as required. Itemized monthly invoicing through the OTS Invoice Portal. Compliance with State security standards and onboarding processes. Adherence to confidentiality and HIPAA policies.

Additional State & Contractor Responsibilities

Contractor must ensure all hardware and software comply with State network and security standards. Contractor is responsible for monitoring and managing billable hours to stay within approved Task Order limits. All resources must be able to communicate fluently in English (verbal and written). Contractor must maintain and make available all work records for audit purposes. All onboarding and security training must be completed prior to work commencement. Compliance with Louisiana State Information Security Policy and IRS Publication 1075 security requirements.
