Bridging Access to Care, Inc. (BAC) is a nonprofit, multi-service, community-based behavioral healthcare organization committed to building healthy communities, one person at a time.
In 2012, Brooklyn Aids Task Force changed its name to BAC and successfully made the transition from an AIDS-centered organization to a multi-service community-based healthcare organization. Brooklyn Aids Task Force was the very first HIV/AIDS organization in Brooklyn to prioritize serving people living with HIV/AIDS (PLWHA) since 1986. Today, BAC provides mental health and substance use-related social services, comprehensive HIV/AIDS care, and coordinated health care and supportive services to under-served racial and ethnic minority communities in Brooklyn and other parts of New York City.

JOB SUMMARY:
Reporting to the Chief Executive Officer, the Chief Financial Officer (CFO) will oversee all financial functions, including strategic planning, budgeting, financial reporting, accounting, compliance, and risk management. As a key member of the senior leadership team, the CFO will advise the CEO and Board of Directors on financial matters, ensuring fiscal integrity, sustainability, and alignment with BAC’s mission and trauma-informed care principles. The ideal candidate will be a strategic and detail-oriented leader who collaborates effectively across departments, demonstrates exceptional communication and analytical skills, and upholds the highest standards of professionalism, integrity, and sound judgment. EDUCATION AND WORK EXPERIENCE: MINIMUM : Bachelor’s degree in accounting, finance, or a related discipline; MBA and/or CPA strongly preferred. MINIMUM : Ten (10) years’ financial management leadership experience with increasing levels of responsibility. Significant financial responsibility for a complex nonprofit organization is preferred. Familiarity with city, state, and federal grants with significant understanding of Medicaid/Medicare, DOHMH, OMH and OASAS requirements. Experience with private foundations grants a plus. Strong familiarity with information technology systems and accounting systems, with the ability to keep abreast of new technologies. Must have in-depth knowledge of and experience with Microsoft Excel, Word, and PowerPoint. Knowledge of FundEz a plus. Ability to maintain confidentiality of highly sensitive information is a must. Strong relationship builder and communicator with experience leading diverse work teams, developing an organization-wide strategy for financial excellence, engaging community partners, and partnering with the CEO and Board of Directors. CERTIFICATION : Certified Public Accountant (CPA strongly preferred) DUTIES AND RESPONSIBILITIES: Finance: Manage and oversee all accounting functions, including general ledger, accounts payable, accounts receivable, payroll, bank reconciliations, monthly and year-end closing schedules and planning and monitoring of cash flow. Ensure availability of funds as needed. Oversee cash, investment, and asset management. Oversee financing strategies and activities, as well as banking relationships. Develop and utilize forward-looking, predictive models and activity-based financial analyses, and dashboards to inform strategic decisions and provide insight into the organization’s operations and business plans. Oversee the accounting department to ensure proper maintenance of all accounting systems and functions; ensure continuous professional development. Ensure proper internal controls, compliance with nonprofit regulations, and accurate reporting for federal/state funders, foundations, and the Board. Facilitate annual audits, tax filings, and act as liaison to external auditors. Revenue Cycle & Billing Oversight Manage revenue cycle operations, including Medicaid, Medicare, private insurance billing, claims processing, coding accuracy, payer reconciliation, and denial management. Ensure compliance with healthcare regulations, billing standards, and funder requirements. Implement KPIs and reporting tools to optimize collections, minimize denials, and maintain financial health. Budgeting & Planning Lead annual budgeting and forecasting processes in collaboration with program directors and senior leadership. Monitor budget vs. actual performance, analyzing variances, and providing actionable insights. Develop short- and long-term financial strategies to ensure organizational sustainability. Administer fiscal systems that reflect operating activities, align with internal budgets, and reflect compliance with grant and contracting spending stipulations. Operations & Administrative Oversight Oversee operational functions including purchasing, facilities, vehicles and administrative processes. Collaborate with HR to ensure alignment of staffing, benefits, and financial policies with organizational goals. Support the integration of financial and operational systems to enhance efficiency, transparency, and compliance. Manage the company’s insurance portfolio to ensure adequate cost-effective coverage. Board & Governance Serve as primary financial liaison to the Board of Directors, Internal and Audit and Risk Committees. Provide regular reporting, risk assessments, and financial recommendations to support strategic decision-making. Assist the Board in long-term financial planning, policy development, and monitoring of organizational sustainability. Regulatory Compliance & Risk Management Ensure adherence to nonprofit regulations, healthcare compliance requirements (HIPAA, HRSA, OMH, OASAS), and funder stipulations. Maintain trauma-informed and risk-aware financial practices supporting organizational mission. Stay current on best practices in nonprofit accounting, healthcare reimbursement, and audit standards. Quality Improvement & Strategic Leadership Support agency-wide quality improvement initiatives and data transparency. Collaborate with senior leadership to link financial strategy with program effectiveness and client outcomes. Promote a culture of accountability, continuous improvement, and alignment with trauma-informed principles. Clearly communicate Bridging Access to Care’s vision and transformation goals Define new terms (e.g., Rapid Cycle Change, Population Health Management) for all staff · Set organizational priorities and goals with targets and key performance indicators Disseminate team-level and organizational-level data transparently and on a regular basis.
