Description
The HCV Supervisor is responsible for providing the leadership and guidance necessary to support the daily operation and administration of all HCVP-related functions within the Housing Choice Voucher Program (HCVP), which includes coordinating quality assurance checks; assisting with internal and external audits, issuance of vouchers and RTAs, which includes eligibility for incoming and portability clients and HADCs HCV participants, processing rent determinations/ adjustments, annual and interim recertifications. Handling HAP contract executions/terminations/renewals, and annual recertifications. This individual develops and implements operational process improvements utilizing state of the art information technology solutions and industry best practices resulting in an efficient, accurate, and customer centric operating environment. Assist in the preparation of SEMAP to serve as back-up.
In addition, this individual assists in training, staff development and provides quality controls unique to the HCVP.
Essential Duties and Responsibilities: Responsible for reviewing and the processing of rental increase requests received from program landlords. Manages annual re-certification processes, including all related functions, operational systems and processes; HCVP participant eligibility determinations, as well as assuring timely completion of annual re-certifications prior to contract anniversary dates, proper rent and subsidy calculations. Plans and conducts in-depth reviews of Authority records, files, and procedures to determine whether Authority practices are in compliance with applicable Federal, State and local laws and meets the performance requirements of Section Eight Management Assessment Program (SEMAP). The process includes ensuring appropriate forms are signed and dated, calculations are correct, required documentation is current, and all assets and liabilities are accounted for. Regularly reviews HUD and Authority rules and procedures to ensure accuracy of quality control reviews are established to ensure that Authority quality standards become visible, repeatable, and measurable. Interprets and applies procedures to maintain required internal control records to document and SEMAP scores. Performs training, both one on one and in a team/group setting, based on analysis of quality control reviews, develops best practices in the QA process and supervises quality control for all HCVP clients. Coordinates annual performance reviews. Cooperates with outside auditors in any undertaking that may expedite their work. Prepares reports with analysis of quality control reviews to facilitate error rate tracking, file submission, file status, certifications/recertifications, and other HCVP functions. Assists in providing up to date and accurate information regarding HCVP monthly reports and creates new measurements for monitoring the HCVP portfolio. Coordinates with other HCVP functional areas as required. Participates in staffing process by conducting interviews and making staff recommendations, including hires, transitions, and terminations; provides management decision-making in evaluating employee performance and makes recommendations for employee development and performance improvement. Prepares formal internal staff communication of all policy and procedures updates, operating expectations, work rules, etc. Oversees daily, weekly, and monthly reports for all assigned areas of responsibility; analyzes metrics and reports to monitor production levels, identifies trends and provides recommendations for system and process improvements; coordinates and implements systems and process improvements as needed utilizing state of the art information technology solutions. Provides excellent direct customer service to all current and prospective participants participating in the HCVP. Participates in the development and implementation of department policies, procedures, work processes, forms, and checklists, including revisions to the HCV Administrative Plan, Owner Manuals, and Participant Handbook; reviews all forms, letters, and other documents used in standard operating procedures. Responsible for timely and accurate follow-up to complete tasks; opens, reviews and acts upon all electronic and paper correspondence within established timelines; assures that all correspondence issued is correct and accurate. Analyzes and applies HUD's Code of Federal Regulations and HCVP Housing notices ensuring staff, families, and owners understand and comply with rules and assures that the interests of program participants are served, and that the Authority is protected. Oversees and, when necessary, attends individual meetings/counseling sessions with program participants to resolve reported complaints and issues; proposes terminations of housing assistance as appropriate. Performs all other related duties as assigned.
Position Requirements
Bachelor's degree in business, public administration, urban studies, social service, or related field is desirable but not essential. And/or at least three (3) years of HCV experience. Minimum 2 years of supervision experience, preferred. Requires functional proficiency with technology used on-the-job to include Microsoft Office Suite and proprietary software, and strategic proficiency with using technology applications to support organizational objectives. Some formal certifications may be required for the job; these may include but are not limited to: HCV Specialist;HCV Rent Calculation Fair Housing etc. Other job-relevant certifications, affiliations and memberships are a plus. An equivalent combination of education, training and experience that provides the required knowledge and abilities will be considered. Prior understanding of Section 8 housing and HUD HCVP regulations, processes, etc. is a plus. Ability to analyze local housing concerns and recommend Administrative Plan policies that consider these concerns, yet comply with federal regulations.
