Overall Assignment Description:
The
systems engineer providing leadership, oversight, and technical guidance to the NEE Team.
Under the direction of the government Chief Architect (CA), the ACE will assist in leading engineering teams in taking a multi-discipline approach to requirements engineering, solutions engineering, schedule reliability, resiliency, services development, integration, test and evaluation, maintainability and analysis across CAP/SP architectures, the NSG and Mission Partners to ensure timely and accurate GEOINT.
Responsibilities include:
Assists with the planning analysis/traceability of user requirements, architectures traceability, procedures and problems to automate or improve existing systems and review cloud service capabilities, workflow and scheduling limitations
Assists government office/division chiefs in assessing, documenting and tracking new engineering requirements and facilitating TEMs used to inform government and contractor teams about systems engineering and integration activities
Advises the government on proposed changes to the solution designs based on analysis of requirements and new technology
Assists the government in the capture and translation of mission and customer requirements/needs into systems/capability requirements and solutions
Supports the analyses and allocation of requirements to systems architecture components and executing programs
Assists the government in performing systems integration activities
Assists in leading AoA, CoA, Trade Studies and Engineering Assessments
Assists the government in strategic technical planning, project management, performance engineering, risk management and interface design
Provides expert advice to the government in the areas of relating vision, strategy, plans, needs, requirements and process and capability developments
Operates at the level of integrating multiple Major System Acquisitions across organizational, agency, department and governmental/national boundaries
Oversees and coordinates the work of Senior and Mid-level contractor Systems Engineers
Works closely with both the OSP Development Contractor and security teams in a systems integration SME and support role to achieve the OSP mission as a cohesive team
Explains technical issues clearly/accurately to technical/non-technical audiences
Establishes effective customer relationships with senior level government personnel with the ability to work independently and within a team environment
Required Qualifications:
Bachelor’s degree in Systems Engineering, or related STEM degree program
Expert-level professional technical experience in government or industry in relevant work areas including:
DoD/IC Acquisition Process, Requirements Process, PPBES Process or system engineering of large complex System of Systems or Service Oriented Architecture/Cloud Environments
systems engineering, systems integration or systems development experience
Technical leadership experience with IC mission projects, in a multi-contractor, military, and civilian government environment
Experience supporting the assessment, evaluation, and deployment of new or emerging technologies into operations or the architectural impacts and a recommendation path forward
systems engineering for GEOINT systems, services, or products
Experience in managing system interfaces and end-to-end systems integration of new and existing capabilities
strategic planning and technology insertion
Demonstrated ability to establish effective relationships with senior level customers
Demonstrated ability to develop and present effective technical presentations to senior management; must
possess strong written and verbal communication skills
Detail oriented, with proven time management and organization skills
Strong analytical and problem-solving skills
Desired Qualifications:
Advanced degree in Systems Engineering or related STEM degree program
Experience with CAP/SAP architecture, NSG/ASG and MP enterprises
Experience in the field of geospatial intelligence, to include Structured Observation Management (SOM), Activity Based Intelligence (ABI) and Object Based Production (OBP)
Experience in systems definition and development oversight or cloud technology engineering and migration
Experience engineering solutions using structured and unstructured Big Data
Experience engineering solutions using AAA technologies
Experience in photogrammetry, remote sensing, image science, information sciences, geographic information systems, geomatics or related fields
Experience in mission management, exploitation management or intelligence reporting
Working knowledge of Model Based Systems Engineering, processes, tools and language
Software development framework, Agile, PMP, or INCOSE ESEP certification
The KPMO Space Systems Engineer provides advanced engineering support across all phases of the system lifecycle to ensure the delivery of timely and accurate Geospatial Intelligence (GEOINT). This role applies to a multi-disciplinary approach to the development, integration, and sustainment of space-based capabilities within Controlled Access Programs (CAPs) and Special Access Programs (SAPs) across the National System for Geospatial Intelligence (NSG) and the Department of Defense/Intelligence Community (DoD/IC).
The engineer will engage in activities including requirements engineering, solutions development, systems reliability and resiliency, services deployment, research and development (R&D), systems integration, test and evaluation (T&E), and maintainability analysis. A deep understanding of secure architectures and the ability to operate effectively within highly classified environments is essential.
Security and Program Access Requirements:
· Must be willing to sign additional Non-Disclosure Agreements (NDAs)
· Must provide proof of Organizational Conflict of Interest (OCI) status for participation in KPMO programs
Required Qualifications:
· Master’s in Engineering and 18 years of experience, or PhD in Engineering and 10 years of experience in related technical or scientific fields such as engineering, physics, mathematics
· Experience with Integrated Protection Strategy (IPS) or integrating SSA applications
· Experience with space related activities such as SOSI, BMC3, or orbital analysis
· Experience dealing with data at multiple classification levels and processing data at multiple classification levels
· Demonstrated experience with space enterprise information needs
· Experience with space environments such as space to ground or threat assessments of space assets
· Experience with physics models to include analyzing space weather effects, and threat/damage analysis of space based objects
· Experience with space object measurement
· Experience with NRO/SAO or AF SPO
· Understanding of MBSE processes, tools, and languages
· TS/SCI clearance adjudication and ability to pass a polygraph
