Hiring Salary: $111,895 - $139,869/year

OVERVIEW OF JOB

Aurora Water is responsible for the operation and maintenance of over 3,500 miles of potable water, sanitary sewer and storm drainage systems, 4 potable and reclaimed water treatment plants, dozens of pump and lift stations, and major raw water infrastructure including large diameter waterlines, pump stations and reservoirs. Though the City covers over 180 square miles, it is only fifty percent developed; therefore, Aurora Water is responsible for major capital project programs and strong collaboration with the development community to ensure new infrastructure meets the standards and specifications of a quickly growing and well planned out community.

The Aurora Water Engineering Supervisor of Development Review is foundational to support the extensive growth within the City. The position will report to the Deputy Director of Planning and Engineering and be responsible for assisting with developer coordination, coordination with other City departments, staff leadership/coaching/mentoring, master utility study and plan set QA/QC, development and reimbursement agreements, and development review process improvements and efficiencies. This individual will supervise a team of engineers and technical staff and will be responsible for reviewing development and/or construction submittals and solving complex technical problems.

PRIMARY DUTIES & RESPONSIBILITIES

Supervises and acts as a leader for the development review team. Manages workload, staff, and/or initiatives and holds staff accountable. Establishes team priorities, objectives, goals, and expectations. Participates in the selection of technical engineering staff; provides or coordinates staff training; works with employees to correct deficiencies. Tracks workload data and develops solutions to ensure performance metrics are met. Provides leadership and works with staff to ensure a high performance, customer service-oriented work environment that supports achieving the department's and the City's mission, objectives, and values. Thoroughly understands the technical criteria implemented by the development review team and the development review process. Develops and/or updates technical criteria and workflow processes. Resolves and approves complex technical issues and/or provides direction to team on resolution or recommendation for private development and public projects while recognizing an appropriate level of risk. Coordinates with other City Departments (Office of Development Assistance, Public Works, Planning, Parks Recreation and Open Space (PROS), etc.) to implement cross-departmental solutions for processes and complex projects. Reviews and/or provides oversight on reviews of developments, site plans, and civil plans for conformance to annexation agreements, intergovernmental agreements, master plans, public improvements plans, City Code, manuals, standards and specifications. Coordinates with and represents the City with external agencies (MHFD, CDOT, Metro Water Recovery, Denver Water, etc.). Coordinates with the Aurora Water Inspections team to help solve field issues as they arise. Support the City's interests in negotiating, reviewing, and executing reimbursement, annexation and development agreements. Ensures Citywide Master Plans are being implemented at the site level. Supports the values and mission of Aurora Water, supports initiatives from upper management. MINIMUM QUALIFICATIONS & WORKING CONDITIONS

An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.

Education:

Bachelor's degree from an accredited institution in Civil or Environmental Engineering (or directly related field) A combination of a lesser degree with applicable experience will be considered Experience:

At least seven (7) years utility (water, wastewater, and stormwater) infrastructure engineering experience with an emphasis on new infrastructure and development Three (3) years of supervisory experience and formal supervisory training is preferred Utility construction and/or inspection experience preferred Licenses and Certifications:

Registration as a Professional Engineer in the State of Colorado, or ability to obtain licensure within six months Driver's license with a good driving history Knowledge:

Intermediate knowledge of water, wastewater and stormwater infrastructure Intermediate knowledge of utility construction Intermediate knowledge of city codes and ordinances Intermediate knowledge of staff leadership Intermediate knowledge of legal agreements Advanced knowledge of relevant engineering principles and practices Skills:
