Manager, Parking Services Job Summary

The Manager, Parking Services provides daily operational oversight for University Parking Services. This position is responsible for coordinating and overseeing customer service, permit sales, citation processing, and supporting field operations. The Manager serves as the secondary administrator for the parking management system across the Denton, Dallas, and Houston campuses and takes a lead role in planning and coordinating parking for all major university events. This role requires a strong focus on financial accountability for daily transactions, exceptional customer service, and effective management and development of full?time and student staff. Organizational Relationships

Reports to: Director or Head of Department Supervises: Coordinator, Parking Office; Coordinator, Parking Field and Outreach Services; Student Assistants Essential Duties

May include, but not limited to the following: Establishes clear job standards and effectively manages the recruitment, hiring, training, scheduling, and performance of front office and field staff. Develops and conducts ongoing staff training programs to ensure operational excellence and compliance with university policies. Serves as the secondary functional administrator for the parking management system. Manages system configuration, monitors data uploads from handheld units, and ensures data integrity. Develops and maintains necessary operations reports, including proficiency with Crystal Reports and/or SQL to support data analysis and decision making. Manages daily financial transactions for the department, including processing monies, balancing cash drawers, and conducting end?of?day audits to ensure accurate transactional accountability. Identifies and pursues collection of outstanding revenues, manages the student hold list, and ensures compliance with all cash handling policies. Supports enforcement of parking rules and regulations. Manages departmental correspondence (e.g., citation notices, permit information, appeal result notifications) and develops informational materials such as brochures to communicate policies. Collaborates with other university departments to develop and execute comprehensive parking plans for special events, including recommendations for strategic re?allocation of parking assets, staffing assignments, and deployment of necessary signage and equipment. Serves as a point of contact for escalated customer service inquiries and complaints to resolve conflicts and concerns from students, faculty, staff, and campus visitors with professionalism and sound judgment. Oversees the development and delivery of presentations on parking regulations and services to campus groups, including at new student orientations, ensuring alignment with university goals. Develops educational campaigns to promote understanding and voluntary compliance with parking policies, to ensure effective implementation. Supports parking services at the Dallas and Houston campuses by managing policy and system administration remotely from Denton. Travels to the Dallas campus as needed, approximately twice per month for enforcement and high?profile events, to ensure a visible and effective parking services presence.

Education

High school diploma or GED is required. An associate or bachelors degree in Business Administration, Public Administration, or a related field is preferred. Experience

Requires a minimum of five (5) years of progressively responsible experience in a relevant field. Relevant experience includes roles in parking management, business operations, retail management, hospitality, or other fast?paced, customer?focused operational environments. A minimum of two years of direct supervisory experience, including responsibility for hiring, training, and performance evaluation, is required. The number of years of required experience may be met by a combination of education and experience: With an associates degree, three years of relevant experience is required. With a bachelors degree, one year of relevant experience is required.

Requirement

Regular and reliable attendance at the University during regular scheduled days and work hours is an essential function of this position. All employees share the responsibility of maintaining information security and privacy requirements within the university by adhering to federal and state regulations and TWU policies & procedures. Knowledge, Skills, and Abilities

Knowledge of parking laws and regulations, including Texas Motor Vehicle Code, Texas Education Code, and relevant local ordinances. Demonstrated ability with cash handling, daily financial reconciliation, and reporting. Strong computer skills, including using enterprise?level management software (e.g., POS, inventory, scheduling systems). Excellent conflict resolution and interpersonal communication skills. Ability to work in a university or municipal parking environment. Skill with a parking management solution. Knowledge of creating reports using Crystal Reports or SQL. Skill in managing and mentoring employees. Skill in coordinating large?scale events.
