Overview
BI Incorporated provides Intensive Supervision Appearance Program (ISAP) for DHS and ICE. ISAP is an essential part of ERO, offering intensive case management with supervision technology and a network of community-based partners to support participants’ basic life needs.
Responsibilities
Provides case management of ISAP participants from entry to release by administering program policies and procedures as defined by the DHS contract.
May serve as a team lead in a large ISAP office, a senior level Case Specialist, or an individually operating Case Specialist at a single government site.
Develops, implements, coordinates, reviews and updates case management and service plans for ISAP participants; meets with participants face-to-face as required by contract.
Maintains accurate case records from entry to release; proactively manages cases and maintains confidentiality.
Oversees day-to-day activities of ISAP staff if acting as team lead; maintains log of activities.
Manages program participant violations and prepares DHS directions for disciplinary action when necessary.
Administers Security Plan for a specific office, including daily operations, emergencies, and security of employees and participants; conducts daily security checks and stores records securely.
Reviews and approves service plans to ensure compliance with state and contractual obligations.
Conducts intake interviews and orientation sessions within contractual timeframes.
Installs electronic monitoring equipment and monitors compliance as needed.
Evaluates English proficiency to determine resources for effective communication; coordinates translation services.
Provides participants with a list of community resources and coordinates services as required.
Supervises participants in Company offices and establishes schedules including recreation, life skills, counseling, and legal services access.
Reviews service plans, conducts risk/needs assessments, and writes progress reports regularly per contract.
Reports program violations timely using established parameters; conducts home visits to verify residences.
Performs emergency counseling as needed; conducts monthly audits to ensure compliance with Quality Control and contractual obligations.
Serves as point of contact for DHS in Manager’s absence; performs other duties as assigned.
Qualifications
Minimum Requirements:
Bachelor’s Degree in Sociology, Psychology, Social Work, Criminal Justice or related field.
At least two (2) years of experience with multicultural clients in an immigration-related program.
Effective verbal and written communication with employees, community contacts, government officials and clients; ability to interpret and articulate rules, orders, and materials; ability to compose reports.
Demonstrated sound judgment and even temperament; ability to stay calm in stressful situations.
Ability to deal tactfully with the public; attention to detail; problem-solving ability.
Ability to plan, organize and direct the work of others; sensitivity to multicultural contexts.
Basic knowledge of immigration laws, regulations and procedures; bilingual English/Spanish preferred.
Basic computer skills; ability to interpret electronic monitoring messages and daily summary reports; ability to type 35 words per minute for data entry and case records.
United States citizenship required; ability to pass a federal background check and obtain a suitability determination.
Ability to work with computers and software typically used by the department; must have lived in the U.S. for three of the last five years (military or study abroad included).
