Harlem Hospital Center has been a bedrock of the Harlem community since 1887. The hospital provides a wide range of medical, surgical, diagnostic, therapeutic and family support services to the residents of Central Harlem, West Harlem, Washington Heights and Inwood. Harlem is the largest hospital in the area, capable of treating the most seriously ill. Harlem provides over 90 specialized ambulatory care services, dentistry and oral surgery, behavioral health services, and community substance abuse treatment.

Duties & Responsibilities
Purpose of Position :
This class of positions encompasses professional and/or supervisory work in the planning, design and administration of public health education programs for a healthcare facility. All personnel perform related work.
Under general supervision, with broad latitude for independent judgment and decision making, supervises public health educators assigned at Level I.
Examples of Typical Tasks :
Performs the typical tasks of Assignment Level I: 1. Prepares and conducts education programs, presentations, seminars, conferences, training courses, and workshops addressing the health needs and problems of target populations. 2. Surveys the public, target populations, facility staff and service providers to identify public health needs, problems and available resources. 3. Evaluates the effectiveness of public health programs, presentations, and materials by utilizing entry and exit interviews and surveys, and other appropriate methods. 4. Represents the facility at meetings with public health service providers and with other groups. 5. Establishes and maintains ongoing collaborative relationships and exchanges information with community members, organizations, agencies, institutions, and other health professionals. 6. Provides counseling, guidance, training, and technical assistance on public health issues to service providers and other groups. 7. Obtains, reviews and/or develops written health education materials, lists of community resources, referral information, and visual aids, and arranges for their distribution and presentation throughout schools, health clinics, community agencies, and the press. 8. Writes reports, memoranda and letters.
In addition to performing the typical tasks of Assignment Level I, as described above, also performs the following:
1. Coordinates, develops and implements health education programs and publicity materials. 2. Plans and carries out on-the-job training and evaluates performance of assigned staff. 3. Plans and conducts training conferences and workshops for health professionals and other groups. 4. Explains program/agency policies, objectives and procedures to assigned staff. 5. Acts as a liaison with other healthcare facilities, government agencies, and community agencies. 6. Supervises and/or provides HIV (and other communicable or environmental illness) prevention counseling. 7. Develops and oversees the operations of an HIV testing site and/or HIV testing services in a healthcare setting. 8. Assists in staff recruitment by reviewing received resumes and conducting interviews. 9. Works on special projects as required.
Minimum Qualifications 1. A masters degree from an accredited college or university in public health education, education, public/community health administration, public administration or business administration, and one year of full-time satisfactory experience in developing public health education programs, including identifying target populations, conducting needs assessments, designing educational materials, planning educational presentations or workshops, evaluating health education programs; presenting public health education programs; and/or counseling in areas such as communicable diseases, substance abuse, assault, sexual abuse, and/or family planning; or, 2. A baccalaureate degree from an accredited college and two years of full-time satisfactory experience as outlined in one (1) above.
For appointment to Assignment Level II: In addition to meeting the qualification requirements of Assignment Level I, assignment to Level II requires: 1. One additional year of full-time satisfactory experience for candidates with a masters degree as outlined under one (1) above; or, 2. Two additional years of full-time satisfactory experience for candidates with a baccalaureate degree as outlined under two (2) above.
