Program Manager, SOAR

Job Description

The Thurgood Marshall College Fund (TMCF) is the nation’s largest organization exclusively representing the Black College Community. TMCF member schools include publicly supported Historically Black Colleges and Universities (HBCUs), Historically Black Community Colleges (HBCCs), and Predominantly Black Institutions (PBIs).

The Program Manager, TMCF Seeking Observing and Achieving Results (TMCF SOAR) plays an important role in the successful delivery of the multi-year approach to preparing students for life beyond their K-12 educational experiences. Working under the guidance of the Senior Manager, SOAR, the Manager supports the execution of several key initiatives. Most notably, involvement in the vast array of academic and career opportunities available following students' secondary education and engaging in enrichment and preparatory training that will position them for a successful transition to college and/or the workforce.

This role will assist with budget tracking, campus coordination, event planning, student communications, and outcome reporting. The Program Manager role requires strong execution skills, and the ability to thrive in a fast-paced, mission-driven environment and is highly organized, collaborative, and detail-oriented.

Reports To: Senior Manager, SOAR

Key Responsibilities

Program Implementation & Operations

Manage the daily operations of the SOAR program across 15+ schools, expanding to 20 in 2027 and additional institutions thereafter, ensuring consistent program quality, operational excellence, and alignment with institutional and organizational goals

Track program timelines, deliverables, and key milestones across all workstreams.

Prepare reports, presentations, and dashboards to summarize progress, flag issues, and share updates with internal and external stakeholders.

Identify potential risks or obstacles early, develop mitigation plans, or escalate issues to the Senior Manager as appropriate.

Work collaboratively with TMCF cross-functional teams to ensure programs align with strategic priorities and performance goals.

Budget & Resource Coordination

Work within the approved program budget and coordinate the use of staff, vendors, and other resources.

Track expenditures, maintain accurate financial documentation, and provide forecasts utilizing TMCF financial systems.

Support budget reporting and ensure compliance with TMCF and funder requirements.

Partner & Cross-Functional Collaboration

Coordinate communications with school partners, vendors, and internal TMCF departments (e.g., Communications, Talent, Scholarships, Events).

Prepare meeting materials, summaries, and documentation to support collaboration and program execution.

Recommend improvements to program execution, tools, and processes for greater efficiency and impact.

Events & Engagement

Contribute to the planning and execution of key SOAR events, including bootcamps for new schools, virtual training sessions, and the annual team planning meeting.

Support logistics and coordination for the summer bridge program and other experiential learning activities.

Assist in developing standardized documentation and processes to ensure consistent program delivery.

Data, Reporting & Evaluation

Maintain up-to-date program records, student engagement data, and event participation metrics.

Support the collection and reporting of program outcomes, including progress toward key performance indicators (KPIs).

Prepare written summaries and presentations for leadership and funders to demonstrate program impact.

Required Competencies & Qualifications

Bachelor’s degree required.

Minimum of 5–7 years of relevant experience in program management, education, workforce development, or nonprofit administration, with a strong background working across K–12 and postsecondary (2- and 4-year) institutions.

Proven ability to manage multiple priorities and complex timelines.

Strong written and verbal communication skills with the ability to present information clearly and effectively.

Experience in budget tracking, partner coordination, and data reporting.

Proficiency in Microsoft Office and/or Google Workspace Suite and project management tools; CRM (Customer Relationship Management) familiarity ; Proficiency in Microsoft Word, Excel, Powerpoint and/or the Google Workspace equivalent (i.e. Google Docs, Google Sheets, Google Slides).

Highly organized, detail-oriented, self-directed, and adaptable to a dynamic virtual work environment.

Commitment to advancing educational equity and supporting the success of Black and underrepresented students.

This is a remote-eligible role; however, the successful candidate must demonstrate consistent professionalism, responsiveness, and accountability in a virtual work environment, during business hours (9AM - 5PM ET) and as needed, during evenings and weekends for student focused activity, especially during peak seasonality.
