The finalist candidate must pass a pre-employment physical and drug screen.*** DEFINITION: The Permit Technician I position performs a variety of duties in support of the Development Services Department permit program by staffing the permit center counter; providing information and direction to the public on permitting issues relevant to processes and standard requirements; receive, review, route and process applications and permits; provide support with building plan review and inspections; use specialized database/permit tracking management programs; prepare detailed reports representing permit and inspection activity; assist with and resolves permit or project related issues; and perform various related work items as required.

DISTINGUISHING CHARACTERISTICS:

This is an entry level support class position responsible for performing specialized technical duties in the areas of permit processing, including the permit counter and associated operations. This position typically has limited technical experience but possesses a general knowledge and understanding of the permitting process. Duties

ESSENTIAL FUNCTIONS: (include but are not limited to the following) • Assists permit applicants and others in person, by telephone and via email correspondence; • Answers general questions related to land use, zoning, development standards, building, etc. that are relevant to the permitting process; • Performs specialized technical and administrative support of departmental functions; coordinates and oversees assigned functions and programs; • For permitting: receives plan checks, logs, and tracks their activity; issues permits; assists with the calculation of a variety of permit application and associated fees, such as temporary, commercial, capital, and other such fees; schedules, enters, and clears inspections. • Responds to inquiries and provides technical and administrative assistance to resolve complaints, or refers to appropriate authority. • Coordinates activities with other City departments in the performance of assigned tasks; assists others in the performance of related tasks. • Attends and provides staff assistance to the City Council and City staff; serves as a technical resource; coordinates pertinent information, resources, and work teams necessary to support a positive and productive environment; prepares correspondence and reports. • Stays current on issues relevant to the assigned field; establishes and maintains a customer service orientation within a department. • Responds to questions and concerns from the general public; provides information as is appropriate and resolves public service complaints. • Establishes positive working relationships with representatives of community organizations, state/ local agencies, City management and staff, and the public.

OTHER DUTIES: (include but are not limited to the following) • Compile data and prepare reports in accordance with general guidelines; may assist with drafting agenda reports. • Participates in the preparation and revision of applications, notices, bulletins, manuals and other associated materials. • Performs other related duties as required. SUPERVISION RECEIVED/EXERCISED:

Receives immediate supervision from management level staff in the Development Services Department or the Building Official. Incumbents in this class do not routinely exercise supervision. Qualifications

MINIMUM QUALIFICATIONS: Any combination of education and experience that will provide the ability to perform the work as stated above. A typical way of obtaining the education and experience would be:

Education: The required qualification is to possess a high school diploma or equivalent.

Experience: The required qualification is to possess one year of clerical, technical, and routine experience related to the duties of a Permit Technician I at the City of Indio.

License/Certificate: Possession of a valid Class C California driver's license is required. Additional Information

KNOWLEDGE/SKILLS/ABILITIES: (The following are a representative sample of the KSA's necessary to perform essential duties of the position.)

Knowledge of: Procedures and techniques of permit processing and basic process for plan review and inspection; building and zoning codes and ordinances enforced by the city; customer service principles and practices including conflict resolution; modern office procedures, methods and equipment; basic mathematic principles; common computer applications such as Microsoft Word, Excel and Outlook; processes for compiling and analyzing data for special reports and/or projects; methods and techniques of scheduling work assignments; standard office procedures, practices and equipment; modern office equipment, including a computer and applicable software; methods and techniques for record keeping and report preparation and writing; proper English, spelling, and grammar; occupational hazards and standard safety practices.

Skill to: Operate an office computer and a variety of word processing and software applications.

Ability to: Effectively communicate clearly and concisely, both orally and in writing; learn permit processing, building inspections and plan review policies and procedures to ensure compliance with city ordinances and laws; interpret and explain policies and regulations accurately and tactfully to the public; respond to public relating to status of projects and permits; perform mathematic calculations quickly and accurately; review plans for completeness and accuracy and determine appropriate fees; interpret, explain, and apply applicable laws, codes, ordinances, and regulations; read, interpret, and record data accurately; organize, prioritize, and follow-up on work assignment; establish and maintain positive and effective working relationships with internal and external customers contacted in the course of work; foster an environment that embraces diversity, integrity, trust and respect; prioritize work and coordinate several activities simultaneously despite interruptions. MEDICAL/DENTAL/VISION INSURANCE: A flex benefit is provided monthly. There are several medical insurance programs, two dental plans and one vision plan from which to choose. RETIREMENT: City participates in the 2% @ 62 for new PERS miscellaneous members and 2.7 @ 57 for New PERS sworn program. The City also participates in social security.
