Job Description Title: Owner’s Authorized Representative 1 (OAR I) / Project Manager
Duties
Construction and close‑out phase of all assigned projects
Review pre‑construction documents and submit comments to designers as necessary
Plan, organize, and prepare reports for upper management regarding project status and progress
Coordinate with all pertinent public agencies during pre‑construction and construction to comply with off‑site work requirements; collaborate with district and project staff
Manage both project budget and schedule, monitor budget monthly, and ensure it accurately reflects project status/progress
Oversee contractor daily activities, review construction schedules and submittals, and coordinate responses to contractor inquiries through RFCs and related documents
Review substitution submittals to ensure compliance with specifications and district requirements
Receive, review, and negotiate contractor change order proposals, achieving fair & reasonable pricing in accordance with general conditions; address schedule impacts promptly
Monitor payments for contractors, architects, engineers, and other parties
Administer provisions of Professional Service Agreements between architects and the district
Coordinate district delivery of related fixtures, furniture, and equipment
Manage and monitor project close‑out, including certification with the Division of State Architects (DSA) and financial close‑out
Perform other related duties as assigned
Minimum Requirements Required Experience
Ten (10) years full‑time paid professional experience in construction and/or a combination of project and construction management of commercial and/or public/educational facility construction
Three (3) of those years must include full responsibility for coordinating complex projects with construction values of more than $10M
Additional Experience
Design build experience
Experience utilizing Building Information Modeling (BIM)
Experience with LEED‑certified projects and/or the Collaborative for High Performing Schools (CHPS)
Experience with Division of the State Architect (DSA) construction/design processes
Knowledge of OSHA safety regulations (OSHA 30 minimum)
Required Education
Bachelor’s degree in architecture, engineering, or construction management from a recognized college or university
Or a bachelor’s degree with the candidate completing the Certified Construction Manager (CCM) credential within one year of employment in the Facilities Services Division of the Los Angeles Unified School District
Or possession of a valid CCM credential, which may substitute for the required education
Licenses and Certificates
Valid Certificate of Registration as an Architect by the California Architectural Board or Professional Engineer by the State Board for Professional Engineers and Land Surveyors
Valid Construction Manager (CCM) credential by the Construction Manager Certification Institute (CMCI)
Work Environment This role is primarily office‑based with occasional field visits as required. The OAR1/Project Manager may need to work extended hours to meet project deadlines.
